This study examine the Christian social welfare practice by John Wesley (1703~1791), who reformed the church and developed a social reform movement in the 18th century when British society was going through changes and crises. Paying attention to Wesley's Social Sanctification movement at the time which did not cease at personal salvation and the external growth of the church, but also covered a social responsibility for neighbors and society, this study examined the driving force of Wesley's Christian social welfare practice and sought the practical orientation and implications for the Korean church, which nowadays the society requires publicity. To achieve the above mentioned goals, Wesley's major journals and sermons in the 18th century were checked; a literature review was also conducted focusing on secondary literature regarding Wesley. The main research contents, and the main drivers of Wesley's Christian social welfare practice are as follows. First, In British society, where the social crisis emerged, the changing world of life was trying to convey God's love to the poor at the brink. The love includes social empathy for the socially disadvantaged. Second, when the British public social protection system limitedly functioned, Wesley emphasized the role of the church and the responsibility for social protection that the nation could not take care of. Third, to innovate helpless Christianity at the time which was going through deism and corruption, Wesley presented social holiness as soteriology and developed a Christian social welfare practice movement in a definite way. Christianity is being asked for social responsibility and publicity in response to novel and continuous social risks emerging in a rapidly changing and diversified society, such as the COVID-19 crisis, inequality and poverty, ecological crisis, and family disorganization. In this regard, this study suggests that Wesley's Christian social welfare practice is a task for today's Christian social welfare practice.

본 연구는 18세기 영국사회의 변화와 위기의 시점에서 교회를 개혁하고 사회개혁 운동을 전개한 요한 웨슬리(John Wesley, 1703~1791)의 기독교 사회복지실천을 살펴 보고자 한다. 당시 웨슬리의 사회적 행동이 이웃과 사회를 돌보는 사회적 책임으로 나아가게 했던 점을 주목하며 웨슬리의 기독교 사회복지실천의 추동요인을 살펴보고, 오늘날 사회적으로 공공성을 요구받는 한국교회의 실천적 지향점과 시사점을 모색해 보고자 하였다. 이를 위해 18세기의 웨슬리의 주요 저널들과 설교를 검토하고, 웨슬리 에 관한 2차 문헌을 참고하여 문헌 연구를 진행하였다. 웨슬리의 기독교 사회복지실천의 추동 요인을 분석한 결과 첫째, 웨슬리는 사회적 위기가 등장한 18세기 생활세계가 변화하는 영국사회에서 벼랑 끝에선 가난한 사람들 에게 하나님의 사랑을 전하고자 하였다. 그 사랑은 개인적인 연민의 차원이 아닌 사 회적 약자에 대한 사회적 공감(social empathy)을 포함하고 있었다. 둘째, 웨슬리는 영국의 공식적인 사회보호제도가 제한적으로 기능하였을 때 국가가 담당하지 못하는 사회적 보호에 대한 교회의 역할과 책임을 강조하였다. 셋째, 웨슬리는 이신론적 사조 와 영국 국교회의 부패 등 당시 무기력했던 영국의 국교회를 갱신하기 위한 방법으로 구원론으로서 사회적 성화를 제시하고 구체적인 방법으로 기독교 사회복지실천운동을 전개하였다. 이는 오늘날 코로나 이후 건강과 생활의 위협, 빈곤 심화, 양극화, 생태적 위기, 정신건강의 문제 등 심화되어 가는 사회적 위험에 대해 한국교회가 나아가야 할 방향과 사회적으로 신뢰와 공공성을 확보하기 위한 기독교 사회복지실천에 대한 적극적인 동기를 부여한다.
