This article is written with the purpose of analyzing how serious North Korea's nuclear threat is in the current situation. To this end, North Korea's nuclear capability, goal of nuclear forces build-up, and nuclear strategy are reviewed, and the possibility of deterrence failure is evaluated. Finally, this article will predict what scenarios would be possible if North Korea carried out a nuclear attack on South Korea. As a result of the analysis, it was assessed that North Korea had been increasing its nuclear weapons for the communist unification of the Korean Peninsula, and will apply a nuclear warfighting strategy against South Korea while preventing the United States from providing extended deterrence by applying the minimum deterrence strategy. In particular, North Korea can test the will of South Korea and the United States by attacking some of the five islands in the West Sea, and may provoke an all-out war like the Korean War, but a limited attack on the capital, Seoul, was analyzed to be the most likely and serious. Assuming the worst-case scenario like this, it seems to be a situation that requires thorough preparations from the United States and South Korea.

본 논문의 작성목적은 현 상황에서 북한의 핵위협이 어느 정도 심각한지를 평가해보기 위함이다. 이를 위하여 북한의 핵능력, 핵전력증강의 목표, 핵전략을 살표보고, 억제실패의 가능성을 진단해본다. 그리고 북한이 한국 에 대한 핵공격을 감행할 경우 어떤 시나리오가 가능할지를 예상해보고자 한다. 분석 결과, 북한은 한반도 공산화통일을 위하여 핵무기를 증강하고 있고, 최소억제전략을 적용하여 미국의 확장억제가 제공되지 않도록 하면서 한국 에 대해서는 핵전쟁수행 전략을 적용할 것으로 판단되었다. 특히 북한은 서 해 5개도서의 일부를 공격하면서 한국과 미국의 의지를 시험해볼 수 있고, 6.25전쟁처럼 전면전쟁을 도발할 수도 있지만, 수도 서울에 대한 제한적인 공격이 가장 가능성이 높은 것으로 분석되었다. 이와 같은 최악의 상황을 가정한 한미 양국의 철저한 대비가 요구되는 상황이라고 할 것이다.
