Liberty and Equality are the most important values of modern democracy. And the relationship has been the subject on that many students and political and social groups have struggled and argued seriously in history, and has become the basis of modern ideologies. Some real cases have shown that a nation and a society could go different ways according to which one their people choose and prefer between these two values. This article reviews some theories of the relation of liberty and equality, and analyses the Korean case and tries some practical test on the relation of liberty and equality. This case study also tries to look for which way the Korean case should go or how them to do for their choice. Especially this article compares the governments of Moon Jae-in and Yoon Seok-ryul and finds their different political values. This comparison tries to analyse more in detail on the case of Moon government because it has focused on the value of equality during their ruling, and as a result it finds how difficult to make a equal society by using government power. All the theories and arguments have their own weakpoints and limits in the real world. In the end, the way where to go should be decided by people. For this, active debates and serious arguments should be proceeded between citizens in the situation of freedom and equality as they are decision maker of their destiny, and more study is needed on real features of the Korean society. To build more free and equal Korean society and to increase the value of liberty and equality in the Korean case, more citizens should be more involved and make more effort. In a word, the Korean case now needs more knowledge and practice on the values of liberty and equality.

자유와 평등은 현대 민주주의 국가에서 가장 중요한 가치들이며, 그 관계 에 대해서 많은 철학자들과 정치 사회 단체들이 격론을 벌여온 담론이며, 현대 이데올로기의 근간을 이루고 있다고 할 수 있다. 이에 대한 국민의 선 택에 따라 한 나라와 사회의 운명이 바뀌는 현실도 우리가 보아 왔다. 본 고에서는 자유와 평등의 관계에 관한 이론적 역사적 개관을 하고, 한국적 상황을 검토해 봄으로써 자유와 평등의 관계에 실증적 분석과 한국의 경우 선택 방향을 고찰하여 보고자 하였다. 특히 문재인 정부와 윤석열 정부를 비교함으로써 양 정부의 성격을 파악하 였다. 평등을 강조한 문재인 정부의 경우를 통해서 국가 권력을 통한 평등 사회를 건설한다는 것이 얼마나 어려운지를 알았다. 모든 이론과 주장은 현 실에서 그 나름대로 약점과 한계를 가지고 있다. 결국은 우리 스스로 방향 을 설정해야 하는데, 이를 위해서는 결정 주체가 되는 시민들 사이에 자유 와 평등에 대한 활발한 그리고 자유롭고 평등한 토론과 담론이 필요하고, 또 현실에 대한 충분한 성찰이 필요하다고 하겠다. 자유롭고 평등한 사회를 건설하기 위해서 그리고 자유와 평등의 가치를 증진시키기 위해서 더 많은 시민들이 참여하고 노력해야 한다는 것이다. 자유와 평등에 대한 지식과 실 천이 매우 필요한 한국 사회의 상황이다.
