Purpose : This study analyzed how the provisional anti-dumping tariff investigation of five countries (regions), including the United States, Europe, India, Korea, and Argentina, had a chilling effect on exports using the number of anti-dumping surveys against China from 1980 to 2020. Research design, data, methodology : Results : As a result of the empirical analysis, it was confirmed that anti-dumping investigations on exports to China in the current year (t) and anti-dumping investigations on exports to China in the previous year (t-1) had a negative effect on China's external exports. The empirical analysis results for each country are that the provisional anti-dumping investigation itself has a trade chiling effect. Foreign provisional anti-dumping tariffs have a distinct deterrent effect on China's trade exports. Conclusions : Therefore, when the counterparty proceeds with the anti-dumping investigation initiation process, efforts to reduce the effect of trade contraction through active trade negotiations are needed.

본 연구는 1980년부터 2020년까지 대 중국 반덤핑 조사 건수와 다른 경제변수를 이용하여 미 국·유럽·인도·한국·아르헨티나 등 5개국(지역)의 대 중국 잠정적 반덤핑 관세 조사가 수출에 어떠한 위축 효과가 있는지를 분석하였다. 실증분석 결과, 당기(t) 년 도의 대 중국 수출품에 대한 반덤핑 조사와 전기(t-1) 대 중국 수출품 에 대한 반덤핑 조사가 중국의 대외 수출에 부정적인 영향을 미치는 것으로 확인되었다. 개별 국가별로 실증분석결과도 잠정적 반덤핑 조사자체가 무역위축 효과가 존재한다는 점이다. 외 국의 잠정적 반덤핑 관세는 중국의 무역 수출에 뚜렷한 억제 효과가 있다. 따라서, 상대국이 반덤핑 조사개시 절차를 진행되면 적극적인 무역협상을 통해 무역위축 효과 를 축소하는 노력이 필요하다.
