Based on the two models that explain police legitimacy, instrumental and normative models, this study aims to identify the impact of police effectiveness, distributive fairness, and procedural fairness on citizens' criminal reporting intentions and to verify the mediating effect of police legitimacy in the impact relationship. Accordingly, in October 2022, a non-probability sampling was conducted for citizens living in Seoul, and a quantitative statistical analysis was conducted based on the survey results. As a statistical analysis method, a three-stage multiple regression analysis according to the mediating effect verification method of Baron and Kenny (1986) was used. Among the three independent variables, only police effectiveness was found to have a significant quantitative influence on criminal reporting intention, and police effectiveness, distributive fairness, and procedural fairness all had a significant quantitative influence on police legitimacy, but police legitimacy did not show a mediating effect between independent and dependent variables. Since the mechanism for securing legitimacy differs from country to society, it is hoped that the cause of these analysis results can be identified and contributed to deriving a police legitimacy model suitable for Korean society through follow-up studies.

이 연구는 경찰정당성을 설명하는 두 가지 모델인 도구적 모델과 규범적 모델을 바 탕으로 경찰효과성, 분배적 공정성, 절차적 공정성이 시민의 범죄신고의사에 미치는 영 향을 확인하고 그 영향 관계에서 경찰정당성의 매개효과를 검증하는 데에 있다. 이에 2022년 10월 서울 거주 시민을 대상으로 비확률표집을 실시, 539명의 표본을 얻어 설문 결과를 바탕으로 양적 통계분석을 진행하였다. 통계분석방법으로는 Baron과 Kenny(1986)의 매개효과 검증 방식에 따른 3단계 다중회귀분석을 사용하였다. 연구결과 세 가지 독립변수 중 경찰효과성만이 범죄신고의사에 직접적으로 유의한 양적 영향력을 미치는 변수인 것으로 나타났으며, 경찰효과성, 분배적 공정성, 절차적 공정성 모두 경찰정당성에 유의한 양적 영향력을 미치는 것으로 나타났으나, 경찰정당 성이 독립변수들과 종속변수 사이에서 매개효과를 나타내지는 않았다. 정당성 확보 기제가 국가나 사회마다 다르다는 점을 빌어 이러한 분석결과에 대하 여 원인을 파악하여 후속연구를 통해 우리나라 사회에 적합한 경찰정당성 모델을 도출하는 데에 기여할 수 있기를 바라는 바이다.
