The main purpose of this study is to examine the problems of the current integrated maritime accident reporting system and to derive improvement measures. Most of the maritime accidents occur most frequently within 10 nautical miles of the coast. Most marine accidents occurred mainly on small fishing boats and passenger ships and cruise ships operating in island regions. are doing According to the integrated reporting system currently operating in Korea, all accident reports, whether on land or at sea, are integrated so that 119 can be used. Therefore, in the case of marine accidents, the integrated reporting system 119 first receives a report and if it is a marine accident, it is operated as a dual reporting system, which is transferred to the competent maritime police station. It is pointed out that In this regard, this thesis examines the current integrated reporting system, and analyzes and derives its problems and measures for maintenance and improvement. Through this, it is intended to suggest the necessity of re-introducing and operating the 122 system, which is the exclusive reporting and reception system previously operated by the Coast Guard.

이 연구의 주요 목적은 현행 해양사고 통합 신고체제의 문제점에 대하여 살펴보 고, 그 개선방안을 도출하는 데 있다. 해양사고 대부분은 연안 10해리 내에서 가장 많이 발생하고 있다. 대부분 해양사고는 소형 어선과 도서 지방을 운항하는 여객선· 유람선 등에서 주로 발생하였으나, 최근에는 생활 수준이 향상되면서 해양 레저활동 인구 증가로 인해 레저 보트, 요트 등 레저용 선박이나 기구들의 사고 비율이 증가 하고 있다. 현재 우리나라에서 운영되고 있는 통합 신고체계에 따르면 육·해상 불문하고 모 든 사고 신고를 119에서 접수하도록 통합되었다. 따라서 해양사고의 경우도 통합 신 고체계 119에서 먼저 신고를 접수하여 해양사고에 해당하면 관할 해양경찰서로 넘기 는 이중적인 신고체계로 운영되고 있어, 해양사고의 신속한 접수와 정확한 상황전파 에 있어서 한계와 문제점이 있는 것으로 지적되고 있다. 이와 관련하여, 본 논문은 현재 운영되고 있는 통합 신고체계에 대하여 살펴보고, 그 문제점과 정비·개선방안을 분석·도출하고자 하였다. 이를 통해 해양경찰이 기존에 운영하던 전용 신고·접수체계인 122시스템의 재도입·운영 필요성을 제시하고자 한다.
