This study found that the Korean government's financial and administrative support was provided in the process of operating the USFK from the late 1960’s, focusing on the housing construction project exclusively for the USFK and their family. The project, which was carried out by a joint venture between South Korea and the U.S., laid an institutional foundation for both companies to benefit from the process of running the project, and was developed by accepting the demands of the U.S. Forces Korea in consideration of the Korea-U.S. relations. However, in the process of operating the business in earnest, the promised government’s support was not properly supported, and the financial burden increased without generating corporate profits. Ultimately, the Korean government did not want to intervene directly in supporting the operation of the USFK base, but, contrary to the original plan, it directly participated through the Korean National Housing Corporation and began to build USFK-only housing. Despite the economic structure that relied on foreign loans, the Korean government supported the operation of USFK bases through corporations, and as a result, it intervened directly in the operation. This was to establish that the presence of US forces in Korea, which had been jus tified by emphasizing security, was supported by the support and intervention of the Korean government. Fundamentally, U.S. Forces Korea has been stationed with the South Korean government sharing costs.

본 연구는 주한미군 전용 주택건설 사업을 중심으로 1960년대 후반부터 주한미군이 운영되는과정에서 한국 정부의 재정적 지원이 제공되었음을 규명하였다. 한미 간 합작 투자 회사에 의해 진행되었던 사업은 양측 기업이 사업을 운영하는 과정에서 혜택을 얻을 수 있도록 제도적 기반이 제공되었고, 한미관계를 고려하여 주한미군의 요구를 받아들이며 전개되었다. 하지만 본격적으로 사업이 운영되는 과정에서 약속했던 정부의 지원이 제대로 뒷받침되지 않았고, 기업의 수익도 발생하지 않은 채 재정적 부담만 확대되었다. 궁극적으로 한국 정부는 직접 주한미군 기지 운영을 지원하는 데에 개입하고 싶어하지 않았던 당초의 계획과는 달리 대한주택공사를 통해 직접 참여하며주한미군 전용 주택을 건설하기 시작했다. 해외 차관에 의존하던 경제구조에도 불구하고 한국 정부가 기업을 통해 주한미군 기지 운영을 지원하였으며, 결과적으로 직접 운영에 개입하게 되었다. 안보를 강조하며 정당화되어 온 주한미군의 주둔이 한국 정부의 지원과 개입으로 뒷받침되고 있었으며, 근본적으로는 주한미군이 한국 정부와 비용을 분담하며 주둔해 왔던 것이다.
