In this thesis, rebuttal to the past negative evaluation of John Myun Chang(1899-1966) is raised by identifying anti-dictatorship struggle from establishment of Democratic Party in 1955 to the 4·19 Revolution by John Myun Chang, former Prime Minister of the Second Republic and representative Catholic politician and the Church and collaboration between the Second Republic led by John Myun Chang and the Church using historical data of the Church such as The Catholic Times . First, it is proved that John Myun Chang was a world-class politician and thinker representing the Catholic Church rather than a “formal leader” summoned to politics by the Catholic Church when considering “The Christian Contribution to the Social and Political Life of a Non-Christian Country” written by him in 1958. Second, it is proved that he was not a passive politician who jumped on the bandwagon of the 4·19 Revolution and seized power by identifying that he defeated Lee Ki-bung on his own without the help of the old faction in May 15, 1956 presidential and vice presidential elections and that he led the anti-dictatorship struggle from the fraudulent election on March 15, 1960 to the 4·19 Revolution at the forefront. Third, it is pointed out that he and the Catholic Church maintained active cooperative relationship in the struggle against communism and dictatorship from establishment of the Democratic Party to the 4·19 Re volution and that the support o f the Church was the fundamental force that protected the legitimacy of the leadership and regime of him. Fourth, it is identified that he has the primary responsibility for failing in prevention of the 5·16 Military Coup because he could not adequately control the erupting desires of society and the military but the causes of conversion of such coup into a successful revolution were civil society's aid without any resistance, collusion between President Yun Bo-sun and Chief of Staff Jang Do-young, the silence of the

본고에서는 제2공화국 국무총리이자 대표적인 가톨릭 정치가인 장면(1899∼1966)과 교회의1955년 민주당 창당 이후 4·19혁명에 이르는 반독재 투쟁, 그리고 장면이 수반인 제2공화국과교회의 협력관계를 『가톨릭 시보』 등 교회 측 사료를 활용해 구명(究明)함으로써 종래의 장면에대한 부정적 평가에 대한 반론을 제기했다. 첫째, 장면이 1958년에 쓴 「비(非)그리스도교국에 있어서 사회와 정치 생활에 대한 그리스도교의 공헌(The Christian Contribution to the Social and Political Life of a Non-Christian Country)」에서 가톨릭 정치가의 사명을 공산주의는 물론 백색 권위주의와의 투쟁에 있다는 점을천명한 데서 알 수 있듯이, 그가 가톨릭 교회에 의해 피동적으로 정계에 소환된 “형식적 지도자”가아니라 가톨릭 교계를 대표하는 소신과 신념에 의해 행동하는 정치가였음을 밝혔다. 둘째, 장면이 1956년 5·15 정·부통령선거에서 구파의 도움 없이 자력으로 이기붕을 누르고부통령에 당선되었으며, 1960년 3·15 부정선거 이후 4·19혁명에 이르는 반독재 투쟁을 최전선에서 이끌었음을 밝힘으로써 그가 4·19혁명에 편승해 정권을 잡은 수동형 정치가가 아니었음을 구명했다. 셋째, 장면과 가톨릭 교회는 민주당 창당 이후 4·19혁명에 이르는 시기 공산주의와 독재에 대한 투쟁에서 적극적인 협조 관계를 유지했으며, 교회의 지지는 장면의 리더십과 정권의 정당성을 지켜주는 근원적 힘이었음을 지적했다. 넷째, 5·16군사쿠데타를 막지 못한 일차적 책임은 분출하는 사회의 욕구와 군부를 적절히 통제하지 못한 장면에게 있지만, 어떠한 저항도 없었던 시민사회의 방조, 윤보선 대통령과 장도영 참모총장의 야합, 가장 강력한 지지자였던 교회의 침묵, 특히 한국을 반공의 보루로 만들려 한 미국의 묵인이 쿠데타를 성공한 “혁명”으로 만들었음을 밝혔다.
