Until recently, the domestic defense industry has been subject to public criticism due to corruption, and it has been required to prepare intensive policies related to transparency, integrity, and anti-corruption in the defense sector. However, the defense project to acquire and procure defense weapons systems is a specialized field that requires high expertise and transparency, and it is time for the government and defense industry to not only value expertise and integrity, but also to promote reasonable and efficient defense projects. Based on the results of the Transparency International (TI), a non-profit organization (NOG) private organization, this paper conducted an analysis of the bibliographic analysis techniques and international organizations' findings to enhance transparency in the domestic defense industry and institutional effectiveness. Based on the characteristics of the defense sector, detailed action plans for enhancing transparency in the defense industry and promoting defense integrity and anti-corruption were presented through the research results.

최근까지 국내 방위산업은 비리에 따른 국민적 비판의 대상이 되었고, 국방분야 투명성과 청렴 및 반부패 관련 강도 높은 추진정책 마련이 요구되어 왔다. 하지만, 국방 무기체계를 획득 및 조달하는 방위사업은 고도의 전문성과 투명성이 함께 요구되는 전문분야로 정부와 방산업계 종사자들의 전문지식과 청렴성에 대한 가치관이 매우 중요할 뿐만 아니라 합리적 이면서 효율적인 방위사업 추진이 절실히 필요한 시점이다. 본 논문은 비영리기구(NOG) 민간단체인 국제투명성기구(TI)에서 조사 및 발표하는 공공 및 국방분야 반부패지수(GI) 결과를 중심으로 국내 방위산업의 투명성 제고와 국방청렴 및 반부패 관련 제도적 실효성을 증진하기 위한 목적에서 서지적 분석기법과 국제기구의 조사 결과에 대한 분석 연구를 진행했다. 연구결과를 통해 국방분야의 특성에 기반하여 방위산업 투명성 제고와 국방청렴 및 반부패 추진을 위한 세부 실천방안 등을 제시했다.
