Germany achieved unification in 1990 after the division in 1945, but South and North Korea still have a sharp confrontation for 70 years after the armistice through the division and the Korean War. Then, what should Korea learn from the case of German unification for the unification of South and North Korea? How has the relationship between South and North Korea been progressed on the Korean peninsula, and what is the difference with the case of Germany? The purpose of this study is to find out the wisdom that can be applied to the unification of the Korean peninsula through the consideration of the German unification process. For this purpose, the study focused on the characteristics of East and West German policy cases in the whole process from the process of division of East and West Germany to unification and integration, and studied to link South and North Korea relations, especially military applications, through the cases. As a result, many implications can be found in the unification of Germany, but the relationship between South and North Korea on the Korean peninsula has reached the conclusion that military balance or superior imbalance should be preceded in addition to the German unification model because North Korea continues to develop nuclear and missile.

독일은 1945년 분단이후 1990년 통일을 달성하였지만, 남․북한은 분단과 6.25전쟁의 정전협정 이후 70여 년간 첨예한 대결구도를 여전히 지속하고 있다. 그렇다면 남북통일을 위해 한국은 독일통일 사례를 통해 무엇을 교훈 삼아야 하는가? 한반도에서의 남･북 관계는 어떻게 진행되어 왔으며, 독일 사례와 어떠한 차별성이 있는가? 그리고 한국은 어떻게 발전 적으로 적용하여야 하는가?라는 문제인식에서 본 연구는 출발하고 있다. 이에 따라 본 연구는 독일 통일과정을 고찰하여 한반도 통일에 적용할 수 있는 새로운 대 안을 모색하고자 함에 연구의 목적을 두고 있다. 이를 위해 동․서독 분단과정부터 통일 및 통합에 이르기까지 전 과정에 있어서 동․서독 정책 사례의 특징에 주안을 두고, 독일과 우 리나라 사례비교 분석방법을 적용하여 연구하였다. 그 결과 한반도에서도 남･북한 관계개선 노력이 꾸준히 있어왔지만, 북한은 군사적으로 핵･미사일 개발은 여전히 지속하고 있기 때 문에 오히려 남･북 대결구도는 증폭되고 있다. 따라서 한국의 관계개선 접근은 독일통일 식 모델에 기빈하되, 기존의 온건한 개선방식을 보완하여 NATO식 전술핵 보유 등 군사적 균형, 또는 우월적 불균형이 선행되어야 한다는 결론에 도달했다.
