In order to establish historical homogeneity and offer a foundation for the study direction of unifying Gangwon-do, this thesis examines anti-Japanese independence groups in Bukgang-do and analyzes their actions using rulings and newspaper accounts from the Japanese colonial era. Additionally, the aim is to pay attention to independence advocates in the Bukgangwon region who have not been recognized for their meritorious achievements and to use this information as a foundation for future rewards following screening. In Bukgangwon-do, the righteous army and the March 1st Independence Movement began, and the scope of their activities and the scale of the movement were large. There will be 122 subjects in all that will be examined for this study, of which 55, or nearly half, will be newly identified subjects. The Ministry of Patriots and Veterans Affairs' Merit Record does not include all of the independence activists in Northern Gangwon-do. There is a need for their registration even when it is obvious that they were involved in judgments or spatial literature.

이 논문에서는 일제강점기 판결문과 신문조서 등을 토대로 하여 북강원도에 서 활동한 항일독립운동가를 조사하고 이들의 활동 내용을 성찰함으로써, 남북 강원도의 역사적 동질성 확립과 통일강원학 연구 방향의 단초를 제공하는 것을 목표로 한다. 또한 북강원지역의 공훈 미지정 독립운동가들에 주목하여 향후 이들이 심사를 거쳐 서훈을 받는 기초자료로 삼고자 하는 목적이 있다. 북강원도는 의병과 3·1독립운동이 시작되고, 그 활동 범위와 운동 규모가 컸다. 본 연구에서 검토하고자 하는 대상은 총 122명이며, 이중 본 연구에서 새롭게 발굴한 인원은 모두 55명으로 절반에 가깝다. 국가보훈처 서훈되지 않은 북강원도 독립운동가들이 다수 존재한다. 판결문이나 공간된 문헌에도 명백하게 활동한 이들임에도 불구하고 서훈되어 있지 않아 이들에 대한 서훈 필요성이 존재한다.
