This study deals with the problems of the 10·27 Beopnan(法難, 1980), a historical event notable in the history of Jogye Order of Buddhism and Korean modern Buddhism, from a current point of view. Specifically, it dealt with the activities and characteristics of the ‘Deliberation Committee on Restoration of Honor for Victims of the October 27 Act’. The 10·27 Beopnan incident is a history that cannot be overlooked even in the “Buddhist Beopnansa” on the global level. Therefore, it has been attracting attention in terms of finding the truth, defining character, and restoring honor at the level of the victims and the Concession Order. However, academic access and research were weak. Against this background, I have focused on the following in this article. This is how the victims of the law should view the background and the reason that the commemorative project and the restoration of honor were not normally carried out. It is the focus of this review to try to diagnose the cause. And after that, I would like to suggest what to pay attention to in the future Beopnan commemorative project. He is the normalization of finding the truth, publishing a collection of materials, and building a memorial (relocating the site from Jogyesa Temple to Bongeunsa Temple).

본 고찰은 조계종단사, 한국 현대불교사에서 주목할 역사적인 사건인 10·27법난(1980)에 대한 현재적 관점에서의 문제점을 다룬 논고이다. 구체 적으로는 ‘10·27법난 피해자 명예회복심의위원회’의 활동과 성격을 다루 었다. 10·27 법난 사건은 세계사적인 차원의 ‘불교 법난사’에서도 간과할 수 없는 역사이다. 그래서 피해 당사자와 조계종단 차원에서 진실 규명, 성격 규정, 명예회복의 차원에서 주목을 받아왔다. 그렇지만 학술적인 접 근, 연구는 미약하였다. 이런 배경하에서 필자는 이 글에서 다음의 내용을 주목하였다. 법난의 피해자들이 법난의 기념사업, 명예회복 사업이 정상적으로 추진되었다고 보지 않는 연유, 배경을 어떻게 보아야 할 것인가이다. 그에 대한 원인을 진단하려고 하는 것이 본 고찰의 초점이다. 그리고 그 연후에는 앞으로의 법난 기념사업에서 주목할 대상이 무엇인지를 제안하려고 한다. 그는 진실 규명, 자료집 발간, 기념관 건립(조계사에서 봉은사로 부지 이전)의 정상화이다.
