In this study, we investgated the quantitative characteristics on each type of local public corporation(LPC) such as employment, labor cost, and financial status. In detail, we used randomized block designed two-way ANOVA to comparative analysis with the sample of 153 LPCs' data from cleaneye that is the information disclosure system for LPC. We employ the employees' number and salary, budget, debt ratio, and net profit as dependent variables, four types of LPC group as treatment factor, and six category groups of region as block factor. The result shows that there are discriminatory characteristics by type of LPC. Otherwise there are no statistically significant differences according to regions. This study is meaningful because it provides an empirical rationale for that LPC types have different charicteristics, in a situation where there are not enough researchs on the characteristics of each type of LPC. In addition, the results of this study provide implications for the need to understand the characteristics of LPC when local government operates rule for LPC such as quota, wage, budgeting, debt ratio, and can be used as empirical evidence when establishing policies. In the future, we expect that a number of in-depth and meaningful studies will be proceeded on each type of LPC. Furthermore, we also hope various policies that reflect their characteristicswill be implemented.

본 연구에서는 지방공기업의 유형별 인원현황, 인건비 현황, 재무현황 등의 차별적 특징을 탐색적으로 파악한다. 구체적으로 지방공공기관 정보공개시스템인 클린아이를 통해 수집한 153개의 지방공사, 공단 자료를 표본으로 임직원수와 평균 연봉, 예산, 부채비율과 당기순이익 등을 지방공기업의 유형과 지역에 따라 이원배치 분산분석 무작위블록설계를 통해 분석하였다. 분석 결과, 지방공기업 유형별 차별적 특징은 존재하 였으나 지역에 따른 통계적으로 유의한 차이점은 나타나지 않았다. 본 연구는 지방공기업 유형별 특징을 계량적으로 분석한 초기 연구라는데 의의가 있다. 또 본 연구의 결과는 정원규정, 인건비 기준, 예산 수 립, 부채비율 제한 등 다양한 정책 수립 시 지방공기업의 유형별 특징을 파악할 필요성이 있다는 시사점을 제공하고, 향후 수립될 다양한 정책의 실증적 근거자료로 활용할 수도 있다. 향후 지방공기업 각 유형에 대해 보다 깊이있고 유의미한 다수의 연구가 진행되고, 나아가 이들의 특성을 반영한 다양한 정책이 펼쳐지길 기대한다.
