ESGmanagement is introduced bymany companies alongwith the needs of corporate stakeholders, and there cannot be an exception to the introduction of ESGmanagement in public institutions. This study was conducted by ESG management planning and promotion managers who are working at public institutions from the perspective of urgency of introduction and efficiency of resource input to establish a promotion strategy for ESGmanagement introduction by public institutions, and analyzed the results using AHP (AnalysisHierarchy Process). As a result of the analysis, environmental management goals and plans, prohibition of worker discrimination and workplace harassment, consumer safety and personal information protection were high priority from the perspective of urgency and resource input efficiency, and they should be promoted as a top priority. Establishment of a greenhouse gas emission minimization management system, and fair trade to partners were factors that need policy support because they have high urgency of introduction but lowefficiency of resource input. As the results of this study, it is intended to present implications for practicing ESG management efficiently by prioritizing the promotion strategy of introducing ESGmanagement of public institutions.

최근 ESG 경영은 기업 이해관계자들의 요구와 더불어 많은 기업들이 도입하고 있으며 정부의 재정이 투입되는 공공기관도 ESG 경영 도입에 예외일 수는 없다. 본 연구는 공공기관이 ESG 경영 도입의 추진전략을 설정하기 위해 ESG 영역별 추진 요인들을 도입 시급성과 자원투입 효율 성의 관점에서 공공기관에 재직중인 ESG 경영 기획담당자 및 추진담당자를 대상으로 설문조사를 실시하고 AHP(Analysis Hierarchy Process) 기법을 활용해 결과를 분석하였으며, 이를 통해 공공기관의 ESG경영 도입 추진전략을 영역별로 제시하였다. 분석 결과 도입 시급성과 자원투입 효율성이 모두 높은 순위로 나타난 환경경영목표 및 계획수립, 근로자 차별 및 직장 내 괴롭힘 금지, 소비자 안전과 개인정보 보호는 공공기관이 최우선으로 추진해야 할 요인으로 파악되었고, 도입 시급성은 높지만 자원투입 효율성은 낮은 온실가스 배출 최소화 관리시스템 구축, 협력사에 대한 공정거래는 정책적 지원이 우선시 되어야 할 요인으로 파악되었다. 본 연구 결과를 토대로 공공기관의 ESG 경영 도입의 추진전략을 우선 순위화하여 효율적으로 ESG경영을 실천하기 위한 시사점을 제시하고자 한다.
