This study aims to explore implications for the composition of human rights education contents in social studies education by analyzing the contents of two IB Global Politics textbooks. The results of the analysis are as follows: First, the theme of ‘recognition and resolution of various human rights problems’ were dealt with the most, followed by ‘efforts to guarantee human rights,’ ‘types and contents of human rights,’ and ‘the meaning and history of human rights.’ Second, two textbooks emphasized that human rights are not a fixed and invariant concept but a developing and expanding one. They also treated human rights as a value for practicing civil life in connection with justice, liberty, and equality. Third, regarding the types of human rights, civil and political rights, economic, social and cultural rights, and collective human rights were balanced, and various socially disadvantaged human rights were dealt with, including rights of women, rights of children, rights of older persons, rights of persons with disabilities, and rights of migrants. They also presented challenges of human rights in modern society. By addressing the issue of the politicization of human rights with great weight, it emphasized that students should understand human rights-related tasks in a changing world and play an active role in ensuring and implementing human rights as global citizens. Based on the analysis results, this study argues that various human rights-related problems and issues should be presented to enable students’ in-depth learning of human rights. It also suggests treating human rights as values and attitudes, not fixed knowledge, dealing with third-generation rights, and organizing the contents of human rights education in Korea to emphasize citizens’ participation and efforts to protect human rights.

이 연구는 IB 국제정치 교과서 2종의 인권 단원 내용을 분석하여 사회과 교육에서의 인권 교육 내 용 구성을 위한 시사점을 탐색하는 것을 목적으로 한다. 분석 결과, ‘IV. 다양한 인권 문제의 인식과 해결’ 관련 내용이 가장 많이 다루어지고 있으며, ‘III. 인권 보장을 위한 노력’, ‘II. 인권의 유형과 내 용’, ‘I. 인권의 의미와 역사’ 순으로 다루어지고 있었다. 세부 내용 분석 결과, 인권을 고정 불변의 개념 이 아닌 발전 및 확장되어 가는 개념으로, 정의, 자유, 평등과 연결하여 시민적 삶의 실천에서 필요한 가치로 서술하고 있었다. 인권의 유형과 관련하여 시민⋅정치적 권리, 경제⋅사회⋅문화적 권리, 연대 적 권리를 균형있게 다루고 있으며, 여성, 아동, 노인, 장애인, 원주민과 소수 민족, 이민자의 권리 등 다양한 사회적 약자의 인권을 다루고, 현대 사회의 변동에 따른 새로운 인권 보장의 과제 또한 제시하 고 있었다. 인권의 정치화 문제를 비중있게 다룸으로써 학생들이 변화하는 세계에서 인권과 관련된 과 제를 이해하고, 세계 시민으로서 인권 보장과 실천을 위해 적극적인 역할을 담당할 것을 강조하고 있 었다. 이상의 결과를 바탕으로 인권에 대한 심층적인 학습이 가능하도록 다양한 인권 관련 문제와 쟁 점을 제시할 것을 주장하였다. 또한 인권을 고정된 지식이 아닌 가치⋅태도의 측면에서 다루며, 3세대 인권과 인권 보호를 위한 시민 참여와 노력을 강조하는 방향으로 국내 인권 교육의 내용을 구성할 것 을 제안하였다.
