The purpose of this study is to analyze the concept and aspects of political participation presented in the elementary social studies authorized textbooks of the 2015 revised curriculum period and to suggest ways to improve political participation education. To this end, the contents and learning activities related to political participation in 4-1 and 6-1 textbooks were analyzed. As a result of the analysis, resident participation in 4-1 textbooks was dealt with in connection with local issues, and the proportion of conventional political participation was high. In addition, it was found that the 4-1 textbook did not sufficiently present activity data related to participation, and there were insufficient cases of student participation or activities in which students independently planned and practiced participation. Civic participation in elementary school 6-1 textbooks dealt with political participation in connection with the development of democracy, and this also had a high proportion of conventional political participation. In addition, although most textbooks contain inquiry activities related to participation, there is a limitation that contents similar to those of the 4-1 textbook are repeated, and in many textbooks, cases of adult participation are presented as reading materials more rather than cases of student participation. Based on the analysis results, it was suggested that it is necessary to systematically deal with political participation from the elementary school level, and textbooks need to be improved, such as presenting various cases of student participation.

본 연구는 2015 개정 교육과정기 초등학교 사회 검정 교과서에 제시되어 있는 정치 참여의 개념과 양상을 분석하여 정치 참여 교육의 개선 방안을 제시하는 것을 목적으로 한다. 이를 위해 4-1, 6-1 사 회 검정 교과서에 담긴 정치 참여의 내용 구성과 학습 활동을 분석하였다. 분석 결과, 초등 4-1 교과 서에의 주민 참여는 지역 문제와 연계하여 다루어지고 있었고, 인습적 정치 참여의 비중이 높았다. 주로 제시되는 참여 유형은 시민단체 활동, 캠페인, 공청회, 주민회의, 서명운동, 청원 등이었다. 또한 4-1 교과서에 참여와 관련된 활동 자료가 충분히 제시되지 않고, 학생들의 참여 사례나 학생이 주체적으로 참여를 계획, 실천하는 활동이 부족한 것으로 나타났다. 초등 6-1 교과서에서의 시민 참여는 민주주의 발전과 연계하여 정치 참여를 다루고 있었고, 이 또한 인습적 정치 참여의 비중이 높았다. 주로 제시되 는 참여 유형은 시민 단체 활동, 캠페인, 선거 참여, 서명운동, 집회, 미디어를 통한 참여 등 다양하였 다. 또한 대부분의 교과서에 참여와 관련된 탐구 활동이 수록되어 있으나 3-4학년군과 유사한 내용과 활동이 반복되었으며, 아동⋅청소년의 참여 사례보다는 성인의 참여 사례를 읽기 자료로 제시하는 경 우가 많았다. 분석 결과를 바탕으로 초등학교급에서부터 정치 참여를 체계적으로 다룰 필요가 있고, 다양한 학생 참여 사례를 제시하는 등 교과서 개선이 필요하다는 점을 제언으로 제시하였다.
