The purpose of this study is to new assignments of peace and unification education for realization of human rights from the perspective of peace education in the Korean Peninsula. Peace and unification education will be transformed into an education which guarantees autonomy and subjectivity of learners and empowers their competencies as peace education and Germany’s ‘Beutelsbach consensus’ emphasized, breaking away the really existing top-down education way in order to realize human rights for all people. This study selects three issues that symbolize past, present and future among issues of human rights on the Korean Peninsula. Firstly, it is necessary to educate the history of state violence of authoritarian political regimes, which was justified by the situation of the division and the resulting human rights vilolations. In addition, it is necessary to educate the process of truth finding reconciliation of state violence in the process of democratization. Secondly, by accurately understanding the human rights reality of the people of North and South Korea, it is necessary to provide learners to consider alternatives to solve the problems of human rights. Lastly, as the economic disparity between Inter-Koreas is recognized as a symbol of the superiority of the South-Korean system, but it is necessary to understand that it can be a structural reason that threaten peace and human rights on the Korean Peninsula in the future.

이 연구는 한반도 인권의 실현을 위한 평화⋅통일교육의 새로운 과제를 평화교육의 관점에서 제 시하는 데에 목적이 있다. 평화·통일교육이 모든 사람들의 인권을 실현하기 위한 교육이 되기 위해 서는 기존의 톱다운(top-down) 방식의 교육에서 벗어나 평화교육과 독일의 ‘보이텔스바흐 합의 (Beutelsbacher Konsens)’에서 강조했던 것처럼 학습자의 자율성과 주체성을 보장하여 학습자의 역 량을 강화하는 방식으로 변화되어야 한다. 이 연구는 평화⋅통일교육이 한반도의 인권 문제 가운데 과거, 현재, 미래를 상징하는 세 가지 주제들을 선택했다. 첫째, 분단 상황으로 정당화되었던 권위주의 정치권력의 국가폭력과 그로 인한 인권유린의 역사를 교육할 필요가 있다. 또한 민주화 과정에서 국가 폭력에 대한 진실규명과 화해의 과정을 교육할 필요가 있다. 둘째, 남북한 사람들의 인권 현실을 정확 하게 이해함으로써, 학습자들에게 인권문제들을 해결하기 위한 대안을 고민할 수 있는 기회를 제공해 야 한다. 마지막으로 남북한의 경제적 격차는 체제의 우월성을 상징하는 요소로 인식되지만, 미래 한 반도의 평화와 인권을 위협하는 구조적 원인이 될 수 있음을 이해할 필요가 있다.
