In this study, the metropolitan and provincial education offices analyzed the ordinance on how support for out-of-school youth was being provided as various support for out-of-school youth was provided. As a result, among the 17 metropolitan and provincial education offices across the country, the analysis was conducted centered on 13 metropolitan and provincial education offices where ordinances were enacted. As a result of the study, all metropolitan and provincial education offices that were analyzed specified the purpose, justice, the superintendent of education’s responsibilities, and educational support plans for supporting out-of-school youth. In particular, the education support plan included the direction and goal of the implementation of the support plan and the contents of support in connection with related agencies and the establishment of a cooperative system, and in the case of some education offices, the contents reflecting the characteristics of the region were stipulated. In addition, it also showed differentiation in support for education, such as paying cashable salaries by each education office or operating a support committee and a help center. Based on the results of this analysis, this study suggested the expansion of educational support, the expansion of the scope of responsibility of the superintendent of education, the expansion of financial support, and the establishment and operation of institutions as a delivery system.

본 연구는 학교 밖 청소년을 위한 다양한 지원이 실시됨에 따라 시⋅도 교육청에서는 학교 밖 청소 년의 지원이 어떻게 이루어지고 있는지 조례를 분석하였다. 그 결과, 전국 17개 시⋅도 교육청 중에서 조례가 제정되어 있는 13개의 시⋅도 교육청을 중심으로 분석이 진행되었다. 연구 결과, 분석된 모든 시⋅도 교육청에서는 학교 밖 청소년 지원 목적, 정의, 교육감의 책무, 교육 지원계획이 명시되어 있었다. 특히 교육지원계획의 경우 지원계획의 추진방향과 목표, 유관기관과의 연계지원과 협력체계 구축에 대한 내용이 포함되었으며, 일부 교육청의 경우 해당 지역의 특성을 반영 한 내용이 규정되어 있었다. 또한 교육지원에 있어서 교육청별로 현금성 급여를 지급하거나, 지원위원 회와 도움센터를 운영하는 등 차별성을 보이기도 하였다. 이러한 분석 결과를 토대로, 교육지원의 확 대와 교육감의 책임범위 확대, 재정 지원의 확대와 전달체계로서의 기관 설립 및 운영 등에 대해 제시 하였다.
