The purpose of this study is to measure the efficiency index of startup ecosystems in each region of Korea and to analyze the determinants for policy implications. The average startup ecosystem efficiency index was 0.750 in 2017, 0.782 in 2018, and 0.743 in 2019, which was generally low. In addition, the average startup ecosystem efficiency index of large special cities and metropolitan cities was relatively lower than that of other provinces. The startup ecosystems in the metropolitan areas recorded a higher average efficiency index than those in non-metropolitan areas. The results of the Panel Tobit regression analysis showed that financial accessibility and location advantages can positively affect the efficiency of entrepreneurship with local resources.

본 연구의 목적은 한국 지역별 창업생태계 효율성지수를 연도별로 측정하고, 그 결정요 인을 분석하여 주요 시사점을 도출하고자 하는 것이다. 지역별 창업생태계의 평균 효율성 지수 측정 결과를 살펴보면, 2017년 0.750, 2018년 0.782, 2019년 0.743으로 대체로 낮은 수준을 보였다. 또한 특별시, 광역시·도를 그 외 지역과 비교해 보면 규모가 상대적으로 큰 특별시, 광역시·도의 창업생태계 평균 효율성지수가 상대적으로 낮은 수준을 보였다. 수도권과 비수도권 비교에서는 수도권이 비수도권에 비해 창업생태계 평균 효율성지수가 높게 나타났다. 패널토빗회귀분석 결과를 살펴보면, 지역 자원을 기반으로 한 창업생태계 의 효율성을 높이는 데 금융 접근성과 위치적 이점이 영향을 줄 수 있는 것으로 나타났다.
