The purpose of this paper is to share the ramifications and implications of a study that focused on the task of civic education oriented to constitutional patriotism and Beutelsbach Consensus. The bottom line of this article can be formulated as follows: First, Beutelsbach Consensus functions as sort of a guardian of civic education on the one side, and plays also a significant role in the sense of contributing to maintain and develop constitutional patriotism on the other, which for its part includes liberal democratic basic order as a central reference point. Second, civic education answers the purpose of constitutional patriotism in the sense of positive identification, as it safeguards human rights, democracy and law-governed state/society, and as it is oriented to freedom, justice and solidarity. Third, the first principle of Beutelsbach Consensus (prohibition of inculcation and indoctrination) aims to maintain and develop liberal democratic basic order, and problems related to the third principle of Beutelsbach Consensus (consideration of interest) remain also as the critical point of civic education. Fourth, regarding the above-mentioned third principle, especially task of inclusive civic education is to help learners analyze the state of his interest, and show them ways to bring in this into political process, and safeguard or carry through it. Fifth, case analysis and institution study seem to be appropriate and useful as methodological approaches of civic education oriented to constitutional patriotism and Beutelsbach Consensus.

본 연구의 목적은 헌정애국주의와 보이텔스바흐 합의를 지향한 정치교육의 과제를 살펴보는 데 놓여 있다. 이 글에서 강조하고자 하는 핵심적 사항을 몇 가지 명제로 정식화하여 제시하면 다음과 같다. 첫째, 자유민주적 기본질서의 유지를 핵심적 준거로 삼고 있는 헌정애국주의에 기여한다는 의미에서 정치교육의 기초로 간주되고 있는 보이텔 스바흐 합의는 중요하며, 이 합의는 정치교육의 수호자로서 기능을 수행한다. 둘째, 정치교육은 인권․민주주의․법치주의를 옹호해야 하며, 자유․정의․연대를 지향해야 하며, 이런 의미에서 긍정적인 동일시를 추구해야 하며, 이것이 바로 헌정애국주의의 원칙에 부응하는 것이다. 셋째, 보이텔스바흐 합의 중 첫째 원칙(주입․교화의 금지)은 헌법정신의 핵심적 준거인 자유민주적 기본질서의 유지와 발전을 목표로 삼고 있지만, 특히 셋째 원칙(이해관계 고려)과 관련된 문제도 역시 정치교육에서 피해갈 수 없는 요점으로 남아 있다. 넷째, 이해관계의 고려 원칙과 관련하여, 특히 포용적 정치교육의 핵심적인 과제는 학습자가 자신의 이해관계 상태를 분석할 수 있도록 도와주고, 이해관계를 정치적 과정에 반영하고, 저항을 받는 경우에도 가능하면 옹호하거나 관철시킬 수 있는 방도를 보여주어야 한다. 다섯째, 헌정애국주의와 보이텔스바흐 합의에 지향을 둔 정치교육의 방법적 접근방안으로는 사례분석과 제도연구가 적절한 것으로 보인다.
