The purpose of this study is to find implications through the analysis of research trends in immigration social integration policies abroad. To this end, overseas research trends were analyzed and implications were presented from the perspective of various index development trends, types of governance theory, and importance of local governments. The analysis results of overseas research trends are as follows. First, comprehensive index development is being actively carried out, centering on immigration acceptance countries. Second, the concept of governance to explain the cooperation of the central government, local governments, and civil society is actively being developed and used. Third, as interest in the role of local governments in immigration policies increases, index development is attempted to evaluate local government policies, and studies are increasing to evaluate urban immigrant policies and systems. The implications of overseas immigrant social integration policy research trends on Korean society are as follows. First, rather than evaluating and ranking the performance of social integration policies, it is necessary to pay more attention to evaluating policies with the goal of calculating social integration policies suitable for our unique environment. Second, using the concept of governance, current immigration policies can be evaluated based on theory, and more scientific policy alternatives can be presented. Third, efforts are needed to disperse the excessive policy burden of the central government through the enhancement of interest, capacity, and autonomy in immigration policies of local governments.

본 연구는 해외의 이민자 사회통합정책 연구 동향 분석을 통해 시사점을 구하는 데 그 목적이 있다. 이를 위해 다 양한 지수개발의 동향, 거버넌스 이론의 유형, 지방정부의 중요성 관점에서 해외 연구 동향을 분석하고 시사점을 제시하였다. 해외 연구 동향의 분석 결과는 다음과 같다. 첫째, 이민 수용국을 중심으로, 종합적 지수개발이 활발 하게 이루어지고 있다. 둘째, 중앙정부, 지방정부, 시민사회 등의 협치를 설명하기 위한 거버넌스 개념이 적극적 으로 개발, 활용되고 있다. 셋째, 이민정책에서 지방정부 역할에 대한 관심이 높아지면서 지방정부 정책을 평가 하는 지수개발이 시도되고, 도시 차원의 이민자 정책과 제도 등을 평가하는 연구들이 늘어나고 있다. 해외의 이 민자 사회통합정책 연구 동향이 한국 사회에 주는 시사점은 다음과 같다. 첫째, 사회통합정책의 성과를 평가하고 순위를 매기는 것보다, 우리의 고유한 환경에 적합한 사회통합정책을 어떻게 산출할 것인지를 목표로 정책을 평 가하는 데 더 큰 관심을 가질 필요가 있다. 둘째, 거버넌스 개념을 활용하면 현재의 이민자 정책을 이론에 기반하 여 평가할 수 있고, 보다 더 과학적인 정책대안을 제시할 수 있다. 셋째, 지방정부의 이민자 정책에 관한 관심과 역량, 자율성 신장을 통해, 중앙정부의 과도한 정책적 부담을 분산하는 노력이 필요하다.
