Based on problems in the operation and planning of domestic queer cultural festivals and their potential as regional festivals, this study materializes governance structures in the public and private sectors, derives types of the festivals, and provides indicators to understand the dynamics of major stakeholder groups in festival operation and planning. Taking the queer culture festivals of Seoul, Busan, and Daegu as examples, first, the goal was to find the categories of comparable cases and major components of governance through literature research and previous research analysis. Through previous research and theoretical discussions on festival governance and multi-stakeholder governance, a framework was established to analyze the composition of interest groups in queer cultural festivals. Second, field surveys and interviews were conducted to collect, categorize, and analyze data related to interest groups in the existing queer culture festival, and use them as data to make practical suggestions. As a result, the Korean queer culture festival is a multidirectional, public-private-led network type, and a specially purposed culture and arts education festival. The structure of the interest group of the festival shows decentralized multi-stakeholder governance due to the mobility of the government and direct and indirect stakeholder groups, and Seoul and other regions show differences in the degree of government intervention and the degree of solidarity with local civic groups.

본 연구는 국내 퀴어문화축제의 공공과 민간부문의 거버넌스 구조와 유형을 도출하는 국내 최초의 기초연구로 축 제 운영과 기획의 문제점을 개선하기 위해 현재의, 그리고 잠재적인 이해관계 집단과의 효율적인 관계를 구축하는 전략적인 지표를 제공하는 것을 목적으로 한다. 서울, 부산, 대구의 퀴어문화축제를 중심으로 첫째, 축제와 다중이해 관계자 거버넌스의 선행연구와 이론적 논의를 통해 퀴어문화축제의 이해집단의 구조를 분석하는 틀을 구체화하였고, 둘째, 현장조사와 면담을 진행하여 기존 퀴어문화축제의 이해관계집단 관련 자료를 수집 및 분류·분석하여 실제적 제언을 하는 자료로 활용하였다. 결과적으로 국내 퀴어문화축제는 다방향적인 민관주도 네트워크형·특수목적형 문 화예술교육 축제로 분류되어질 수 있으며, 유동성이 두드러지는 이해집단관계 구조로 인해 분산적 다중이해관계자 거버넌스 유형으로 도출되었다. 국내 퀴어문화축제는 축제의 특성이 약하고 불안정적인 운영이 야기하는 변수 때문 에 연구의 결과를 일반화할 수 없는 한계점이 있지만, 지역발전을 도모하는 성장형 축제이자 관광자원으로서 발전하 기 위해 운영당사자들의 효과적 관계구축과 전략 지표로 활용될 수 있다는 점에 의의가 있다.
