In this study, the cultural city legal ordinances of local governments across the country were searched through the self-governing regulations information system site. A total of 94 ordinances were collected, and the current status such as the number of enactments by year and definitions of terms were identified. Afterwards, the characteristics of the 'Culture City Designation Project' of the Ministry of Culture, Sports and Tourism, which were pointed out as the background cause of the enactment of these ordinances, were analyzed and related relationships were studied. After that, differences between local government ordinances were compared and analyzed by major factors such as the Framework Act on Culture, the Cultural City Committee, and the Cultural City Center. Through this, implications were derived by dividing the characteristics of each element in four dimensions, such as general elements, partial elements, discriminatory elements, and special elements, in the cultural city ordinances. Finally, problems with the Cultural City Ordinance were pointed out and policy improvement measures were suggested.

본 연구는 문화도시의 지속가능성을 높이기 위해 전국 지자체의 문화도시 조례를 자치법규정보시스템을 통해 살 펴보았다. 최종적으로 94개의 조례가 수집된 가운데, 연도별 제정수, 용어의 정의 등 현황 파악을 실시하고 이후 이 들 조례 제정의 배경 원인으로 문화부의 문화도시 지정사업의 특징을 분석하고 관련된 연관성을 분석하였다. 아울러 문화기본법, 문화도시위원회, 문화도시센터 등 주요 요소별로 각 지자체별 조례 간 공통점과 차이점을 비교하였다. 이를 통해 문화도시 조례들에서 일반 요소, 부분 요소, 차별 요소, 특별 요소 등 네 가지 차원의 요소별 특징을 도출 하였으며, 문화도시 조례가 지닌 문제점을 지적하고 문화도시 사업 수행의 정책적 개선방안을 제시하였다.
