The problem of narcotics worldwide is very serious. Moreover, strong punishment policies for this are causing a lot of costs. Above all, the criminal justice approach has its limitations as a method for eradicating harmful drugs such as drugs. Education is very important above all else to prevent narcotics addiction. Such preventive education is found to be more cost-effective than punishment or treatment rehabilitation. The most effective educational method can be said to be prevention through 'school education'. Drug addiction and drug misuse begin with curiosity. However, it gradually goes beyond the stage of abuse and progresses to the stage of drug addiction. In the end, since this leads to drug crimes, preventive measures must be taken in the early stages. However, so far, we do not seem to have a firm commitment and policy in place for drug addiction prevention projects. Considering that most of the drug addiction recurs and the recidivism rate is also very high compared to other violent crimes, establishing rehabilitation measures and preventive education are essential. As a way to promote drug addiction prevention projects to reduce social costs, this study first suggested recognizing the importance of drug abuse and establishing integrated national prevention policies, secondly encouraging active participation of community-centered prevention projects, and finally strengthening prevention education at school and home.

전세계적으로 마약류의 문제는 심각한 수준이며 이에 대한 강력한 처벌정책은 많은 비용 을 초래하고 있다. 무엇보다 마약류 등 유해약물 근절을 위한 방법으로 형사사법적 접근은 그 한계를 가지고 있다는 것이 밝혀지고 있다. 마약류 중독을 예방하기 위해서는 무엇보다 교육이 매우 중요하다. 이러한 예방교육은 처벌이나 치료재활보다 비용대비 예방효과가 효율 적인 것으로 나타나고 있다. 가장 효과적인 교육방법으로는 ‘학교교육’을 통한 예방이라 할 수 있다. 마약류 중독 및 약물 오·남용은 처음 호기심으로 시작한다. 하지만 점차 남용단 계를 넘어 약물중독의 단계로 진행되어가며 이는 마약류 범죄로 이어지게 때문에 반드시 초 기단계에서 예방대책을 강구되어야 할 것이다. 하지만 아직까지 우리는 마약류 중독예방사업에 대한 확고한 의지와 정책마련이 준비되어 있지 않은 것 같다. 마약류 중독은 거의 대부분이 재발되며 재범률 또한 다른 강력범죄에 비 해 매우 높은 것을 고려해 봤을 때 재활 대책 수립과 예방교육은 필수적이라고 할 수 있다. 이에 본 연구는 사회적 비용절감을 위한 마약 중독예방사업 활성화 방안으로 국가적 측면 에서 마약류 오남용의 예방홍보강화 중요성 인식과 국가차원 통합적 예방정책 수립, 둘째, 지역사회적 측면에서 지역사회 중심 예방사업 강화 적극적인 지역사회 구성원 참여 독려, 마 지막으로 개인적 측면에서 학교와 가정에서의 예방교육 강화방안을 제시하였다.
