The police's education and training were mostly canceled and turned non-face-to-face due to the pandemic situation of COVID-19. Even before the COVID-19 situation, the National Police Agency used the police cyber education portal to provide non-face-to-face remote education and training as an auxiliary means for face-to-face education and training. However, in order to improve the problem of unilateral education and training in a situation where the limitations of unidirectional online education and training exist, two-way online education and training were also introduced at the education center of the Frontline Provincial Police Agency. The Gyeonggi Northern Police Agency conducted a five-day course of two-way online education and training to the head of the local police patrol team subject to this study. Police education and training should respond to changes in the environment of the times, and go one step further to change the behavioral changes, perceptions, values, and attitudes of police officers through education and training. The purpose of this study is to present measures to increase and improve the effectiveness of two-way online education and training based on the analysis of the survey results conducted after the end of education and training. As a result of the analysis, two-way online education and training can be an education and training system to replace face-to-face education, and is considered an excellent example of collaboration between the National Police Agency, the National Police Agency, the Provincial Police Agency's education center, and field instructors. However, it is necessary to closely review the proposal of survey respondents as it is the first two-way online education and training conducted by the metropolitan and provincial police offices.

경찰의 교육훈련은 코로나-19의 팬데믹 상황으로 대면방식이 대부분 취소되고 비대면으로 전환되었다. 경찰청에서는 코로나-19상황 이전에도 경찰 사이버교육포털을 이용하여 대면교육 훈련의 보조수단으로 비대면 방식의 원격 교육훈련을 실시하고 있었다. 그러나 단방향 온라인 교육훈련의 한계가 상존하는 상황에서 일방적 교육훈련의 문제점을 개선하고자, 일선 시도경찰청 교육센터에서도 양방향 온라인 교육훈련을 도입하였다. 경기북부경찰청에서는 본 연구의 대상이 되는 지역경찰 순찰팀장에게 5일 과정의 양방향 온라인 교육훈련을 실시하였다. 경찰의 교육훈련은 시대적 환경변화에 대응하여야 하고, 한발 더 나아가 교육훈련을 통해 경찰관 개인의 행동 변화 및 인식, 가치, 태도가 변화되게 하여야 한다. 본 연구는 교육훈련 종료 후 실시한 설문조사 결과를 분석하여 바탕으로 양방향 온라인 교육훈련의 효과성 증대 및 개선방안을 제시하는데 목적이 있다. 분석결과 양방향 온라인 교육훈련은 대면교육을 대체할 교육훈련시스템이 될 수 있으며, 경찰청, 경찰인재개발원, 시도경찰청 교육센터, 현장강사의 협업 우수사례로 사료된다. 다만, 일선 시도경찰청에서 처음 실시한 양방향 온라인 교육훈련으로 설문응답자 제안 사안의 면밀한 검토가 필요하다.
