From the past to the present, human life has developed remarkably, but crimes are becoming intelligent and brutal, such as crime without asking, stalking, and accidental crimes that appear without suppressing one's emotions. The police have increased the number of police personnel to respond to and prevent these crimes, but the limited resources of the police are not enough to prevent and respond to all crimes, making it urgent to prevent and participate in crime prevention. Therefore, as a solution to this, we will explore the joint production of security services through the governance of local residents and police to prevent crime, and find out the definition, cases, and limitations of civic police and autonomous crime prevention.

과거부터 현재에 이르러 인간의 삶은 빠르게 발전하였만 범죄 역시도 발전하여 묻지 마 범죄나 스토킹, 자신의 감정을 억누르지 못하고 나타나는 우발적인 범죄 등과 같이 범 죄가 지능화되고, 흉포화되고 있다. 경찰은 이러한 범죄들에 대응하고 발생을 예방하고자 경찰 인력을 증가시켰으나 형사사 법 시스템, 예산 등의 한계에 직면해 경찰 인력이라는 한정된 자원만으로 모든 범죄를 예 방하고 대응할 수 없는 실정이다. 이에 현대 사회에서는 범죄를 예방하는 데 있어 경찰 못지않게 국민들의 지지와 참여가 간절해지고 있다. 따라서 본 연구에서는 지역 주민과 경찰의 거버넌스를 통한 치안 서비스 공동생산에 대하여 탐구하고, 그 내용으로서 시민 경찰과 자율방범대의 정의와 그 사례 및 한계에 대 해 알아보고자 한다.
