Amid the growing need to secure fast environmental changes in the Digital Transformation era, instability in the global security environment, and rapid response to external military threats, advanced countries such as the U.S. and Germany are rapidly continuing to innovate laws, systems, and governance related to acquire their weapon systems. The new Korean government is actively promoting the establishment of a ‘K-Rapid Acquisition Process’ suitable for domestic situations, including the establishment of a “new military power enhancement process” in state affairs, but it is still insufficient in various aspects such as related laws, systems, procedures, organizations, budgets etc. Therefore, this study examines innovative cases such as laws and systems related to the rapid acquisition process of advanced countries such as the United States and Germany. And it suggests ways to establish the ‘K-Rapid Acquisition Process’ and build the ‘K-Adaptive Acquisition Framework’ suitable for Korea in the future by diagnosing domestic acquisition status and deriving policy implications. Specifically, policy suggestions are presented such as enacting the ‘Rapid Acquisition Act(tentative)’ at the level of advanced countries, establishing a type of rapid acquisition weapon system, establishing a rapid acquisition procedure, designating a rapid acquisition agency, expanding related budgets, easing regulations, and strengthening incentives etc.

디지털 전환 시대의 급격한 환경변화와 글로벌 안보환경의 불안정성, 외부 군사위협에 대한 신속한 대응 등의 필요성이 커 지고 있는 가운데 미국, 독일 등 선진국들은 무기체계 획득과 관련한 법･제도･지배구조 혁신을 빠르게 이어가고 있다. 우리나 라 새 정부는 ‘새로운 한국형 전력증강 프로세스’ 구축 등 국내 상황에 맞는 한국형 신속획득 프로세스 구축을 적극 추진하고 있지만 관련 법･제도･절차･조직･예산 등 다양한 측면에서 여전히 미흡한 실정이다. 이에 본 연구에서는 미국, 독일 등 선진국의 신속획득 프로세스와 관련된 법률과 제도 등 혁신사례를 살펴보고, 국내 현황 진단과 시사점 도출을 통해 향후 선진국 수준의 ‘한국형 신속획득 프로세스(K-Rapid Acquisition Process)’ 정립방안을 제 시하였다. 구체적으로 선진국 수준의 신속무기획득법(가칭) 제정과 신속획득 무기체계 유형 신설, 신속획득 절차 구축과 전담 기관 지정, 관련 예산 확대, 규제 완화 및 인센티브 강화 등의 정책제언을 제시하였다.
