The causes of North Korean refugee migration since the 1990s have been complex in terms of politics, economy, and culture, and there are internal factors in the North Korean system and external factors in the settlement area at the same time. Therefore, the conditions, form, direction and circuit of defection from North Korea must be grasped in the context of a global phenomenon. In this article, focusing on Cho Hae-Jin's I met Ro, Ki-Wan, I paid attention to the meaning of the process of crossing the border of young North Korean defectors and the fact that they are seeking solidarity as European refugees. The process of North Korean defectors' crossing the border is in line with the process of overcoming the past self and establishing a new self. However, in order for North Korean defectors to be recognized as refugees in Europe, they must summon the identity they have been trying to overcome. This process, in which self-certification is approved by the country of origin, confirms that the position of a non-citizen as a refugee also lies within the boundaries of a nation-state. On the other hand, this novel opens the possibility of approaching the issue of North Korean defectors from the level of international refugees through the process of North Korean defectors crossing the border. This novel raises the possibility of solidarity among the beings of refugees created in the midst of the operation of the world system built with nation-states as one unit. Through it, the mechanism by which the order and grammar of such a system operates violently is exposed. In addition, it is exploring the possibility of self-construction of human beings corresponding to it. In this respect, North Korean defector literature can be read as ‘minority literature’ of transnational minorities.

1990년대 이후 탈북 이주의 원인은 정치·경제·문화적인 측면에서 복합적이고, 거기에는 북한 체제의 내적 요인과 정착지의 외적 요인이 동시에 작용하고 있다. 따라서 탈북이라는 이동성의 조건 및 형식, 방향성과 회로는 전지구적 현 상 속에서 파악되어야 한다. 이 글에서는 조해진의 『로기완을 만났다』를 중심으 로 탈북 청년의 월경의 과정이 갖는 의미와 함께 유럽 난민으로서 연대를 모색하고 있는 점에 주목하였다. 탈북자의 월경의 과정은 과거의 자기를 극복하고 새로운 자기를 정립하는 과정과 그 궤를 같이한다. 그런데 유럽 지역에서 탈북 자가 난민으로 인정받기 위해서는 자신이 극복하고자 했던 정체성을 소환해야 한다. 자기 증명이 출신국가에 의해 승인되는 이러한 과정은 난민이라는 비국민 의 자리 또한 국민국가의 경계 속에 놓여 있음을 확인하게 한다. 한편, 이 소설 은 탈북자의 월경의 과정을 통해 탈북자 문제를 국제 난민의 층위에서 접근할 수 있는 가능성을 보여준다. 이 소설은 국민국가를 하나의 단위로 구축된 세계 체제가 작동하는 가운데 만들어낸 난민이라는 존재들 사이의 연대의 가능성을 제기하는 것을 통해 그러한 체제의 질서와 문법이 폭력적으로 작동하는 메커니 즘을 폭로할 뿐만 아니라, 그에 대응하는 인간 존재의 자기 구축의 가능성을 탐 색하고 있다는 점에서 탈북문학을 트랜스내셔널 마이너리티들의 ‘소수자문학’으 로 읽을 수 있게 한다. 탈북자들을 통해 국민국가-지역 질서-세계 체제로 연쇄 하는 경계 긋기의 작업이 타인의 고통에 대해 이해할 수 있다는 환상을 강화시 키는 동시에 나와 그들 사이의 또 다른 경계로 작동하고 있다는 점을 인식할 수 있다면, 비록 더디더라도 탈북자와의 만남의 가능성을 모색할 수 있을 것이다.
