This paper reviewed the case of Jeonju Hanok Village, a traditional cultural tourist destination, to study how tourism producers are creating authenticity in the process of utilizing traditional culture. Jeonju City restored the cultural heritage symbolizing the Joseon Dynasty, the golden age of Jeonju, and created a traditional cultural street by implementing a hanok preservation policy since the 2000s. The administrative law is revised to strengthen regulations. Residents are persuaded to cooperate so that the created landscape can be maintained. Experience programs are being expanded in connection with cultural planners so that tourists can fully experience traditional culture in this space. Based on the traditional cultural policies of local governments and the central government, cultural planners create exhibition, education, and experience programs so that tourists can experience the values or elements inherent in traditional culture. In the case of cultural heritage, historicity or transmission is emphasized, and if historicity is not clear, sufficient interaction between tourists and traditional culture, tourists and tourists, and cultural artists or operators is promoted. The cultural tourism commentator allows tourists to recognize Hanok Village in the overall space context of Jeonju Busung through storytelling about the space and people of Jeonju Hanok Village. In addition, the commetatior leads visitors to craft shops in the village to experience the process of making products. This study is meaningful in that it was expanded from previous studies focused on internal stakeholders such as villagers, artists, associations, and tourists to understand the authenticity created by local governments, cultural planners, and cultural tourism commentators. In addition, it is meaningful in that it has been confirmed that the authenticity created by the tourism producer can be reconstructed through the process of interpreting and negotiating by tourists.

본 고는 전통문화 관광지인 전주한옥마을 사례를 검토하여 관광생산자가 전통 문화를 활용하는 과정에서 진정성을 어떻게 만들어나가고 있는지 그 양상을 연구 하였다. 진정성은 주관적이고 추상적인 개념으로 관광만족도, 장소 애착도, 도시 정체성에도 영향을 미치는 관광 욕구로 ‘일치하는’, ‘있는 그대로’라는 의미를 내포 하고 있다. 전주시는 먼저 전주의 황금시대인 조선 시대를 상징적으로 보여주는 문 화유산을 복원하고, 2000년대 이후 한옥보존정책을 펼치면서 전통문화거리를 조성 하였다. 전주시는 관광지화 이후 나타난 여러 변화에 대응하면서 만들어진 경관이 유지될 수 될 수 있도록 행정법을 개정하여 규제를 강화하거나 주민들을 설득하여 협조를 구하고 있다. 그리고 이렇게 조성된 공간에서 관광객들이 전통문화를 충분 히 경험할 수 있도록 지역 문화기획자와 연계하여 전통문화 프로그램을 확대해 나 가고 있다. 문화기획자는 지자체와 중앙정부의 전통문화 정책을 고려하면서 관광 객들이 전통문화에 내재한 가치 또는 요소를 충분히 경험할 수 있도록 전시・교 육・체험 프로그램을 구성한다. 문화기획자는 문화유산의 역사성이나 전승을 강조 하기도 하고, 관광객과 전통문화, 관광객과 관광객, 관광객과 문화예술인 또는 운 영자 사이의 충분한 상호작용을 도모한다. 문화관광해설사는 해설프로그램에 참여 하는 관광객들이 한옥마을을 전주 부성이라는 전체적인 맥락 안에서 재인식할 수 있도록, 관광객들에게 한옥마을의 공간과 사람에 대한 설득력 있는 이야기를 전달 한다. 본 연구는 내부 이해관계자인 마을 주민, 신예술가 집단, 결사체 또는 관광객 에게 집중되어 있던 선행 연구에서 확장하여 외부 이해관계자이자 관광의 주요생 산자인 지자체, 문화기획자, 문화관광해설사에 의해 진정성이 만들어지는 양상을 파악하였다. 관광생산자가 만들어낸 진정성은 관광객이 해석하고 협상하는 과정을 거치면서 재구성될 수 있다는 것을 확인하였다는 점에서 의의가 있다.
