In this study, the perception of the four issues of the superintendent's election system was analyzed for teachers attending elementary, middle, and high schools. As a research method, an online survey was conducted on 251 teachers in elementary, middle, and high schools in A Metropolitan City, and χ2(df) was conducted using the SPSSWIN 27 program. The results of the study were as follows. First, it was found that teachers most preferred ‘four years, two consecutive terms’ as the superintendent's term. Second, it was found that teachers most preferred the ‘limited resident direct election system(only education officials including teachers exercise voting rights)’ as the method of electing the superintendent. Third, it was found that teachers most preferred 'educational experience or educational administrative experience of more than 10 years' as a candidate for the superintendent of education. Fourth, teachers were found to be mostly in favor of the ban on political parties' involvement in the election of the superintendent of education. In this study, teachers were analyzed for their perceptions on major issues of the superintendent's election system. The results of this study, which analyzed the major issues of the superintendent's election system for teachers, who are interested in the superintendent's election, provide significance and implications in themselves. However, since there is a limitation that only teachers were targeted, it is necessary to investigate the same issue as a target representing voters in the superintendent's election in subsequent studies.

교육감은 해당 시･도의 교육 및 학예에 관한 총체적인 권한과 책임을 갖기 때문에 매 우 중요한 지위에 있다. 또한 교육감 선거는 정치적인 차원에서도 중요하고 민감한 성격 을 띠이었기 때문에 교육감 선거 체제를 두고 많은 논쟁이 되어 왔다. 교육감 선거 방식에 따라 교육감의 시･도 교육 및 학예에 권한 리더십과 교육철학, 그에 따른 학교교육에 있 어서의 시민들의 변화 체감이 달라질 수 있다. 따라서 교육감 선거 체제에 관한 연구의 필 요성이 제기된다. 이에, 본 연구에서는 초･중･고등학교에 재학 중인 교사들을 대상으로 교육감 선거 체제의 네 가지 쟁점 사안에 관한 인식을 분석하였다. 연구 방법으로, A광역 시의 초‧중‧고 251명의 교사들을 대상으로 온라인 설문조사를 실시하였으며, SPSSWIN 27프로그램을 이용하여 χ2(df)을 실시하였다. 연구 결과는 다음과 같이 나타났다. 첫째, 교육감의 임기에 대해 교사들은 ‘4년, 계속 재임 두 번’을 가장 많이 선호하는 것으로 나 타났다. 둘째, 교육감의 선출 방식에 대해 교사들은 ‘제한적 주민직선제(교사를 포함한 교육관계자들만 투표권 행사)’를 가장 많이 선호하는 것으로 나타났다. 셋째, 교육감의 후보 자격에 대해 교사들은 ‘교육경력 또는 교육행정경력 10년 이상’을 가장 많이 선호 하는 것으로 나타났다. 넷째, 정당의 교육감 선거 관여 금지에 대해 교사들은 대부분 ‘찬 성’하는 것으로 나타났다. 본 연구에서는 교사들을 대상으로 하여 교육감 선거 체제의 주 요 쟁점 사안에 관한 인식을 분석하였다. 교육감 선거에 관해 관심이 많은 집단인 교사들 을 대상으로 교육감 선거 체제의 주요 쟁점 사안을 분석한 본 연구 결과 내용은 그 자체로 의의와 시사점을 제공해준다. 다만 교사들만을 대상으로 하였다는 한계가 있기 때문에 후속 연구에서는 교육감 선거의 유권자를 대표하는 대상으로 같은 쟁점 사안을 조사할 필요가 남아 있다.
