No matter how much police resources are expanded, it does not guarantee infinite safety in our society. Furthermore, our society demands efficient use of limited police resources. Therefore, not only the use of police resources, but also various strategies must be applied to order maintenance and public order activities. The importance of crime prevention activities to prevent crimes in advance has been constantly emphasized. Under the sharing of this awareness, the crime prevention strategy through environmental design called CPTED is being applied to various parts of our society as an attractive crime prevention strategy. Each local government has enacted CPTED-related ordinances under the title of “Crime Prevention City (Environmental) Design Ordinance” since 2014 to apply CPTED to its region. This study was conducted in accordance with the “Cheonan City Crime Prevention Design Ordinance” of Cheonan City to find out whether CPTED-related ordinances are properly applied in the field and to derive improvement measures, “Crime Prevention Design for Civil Safety and Protection (CPTED)” project were evaluated through the CPTED checklist. As a result of the evaluation, deficiencies were found in five areas, which are the basic strategies commonly suggested by CPTED ordinances. In particular, in relation to maintenance issues commonly presented in CPTED projects, policy suggestions such as strengthening the legal force of CPTED-related ordinances were presented.

경찰자원이 아무리 확대된다고 해도 우리사회에 무한한 안전을 확보되는 것은 아니다. 하물며 우리 사회는 한정된 경찰자원을 효율적으로 활용하는 것을 요구한다. 따라서 경찰자원의 활용 뿐만 아니라 다양한 전략이 질서유지와 치안활동에 적용되어야 한다. 범죄가 발생하기 전에 범죄가 미리 방지될 수 있도록 하는 범죄예방활동의 중요성이 지속적으로 강조 되어 왔다. 이러한 인식의 공유 아래에 CPTED로 불리는 환경설계를 통한 범죄예방 전략은 매력적인 범죄예방 전략으로 우리사회 곳곳에 적용되고 있다. 각 지방자치단체는 CPTED의 해당지역 적용을 위해 2014년 이후 “범죄예방 도시(환경) 디자인 조례” 등의 명칭으로 CPTED 관련 조례를 제정해왔다. 이 연구는 CPTED 관련 조례가 현장에서 적절히 적용되고 있는지와 개선방안을 도출하기 위해 천안 시의 ｢천안시 범죄예방디지안 조례｣에 따라 시범 실시되었던 “시민의 안전과 보호를 위한 범죄예방디자 인(CPTED)” 사업을 CPTED 체크리스트를 통해 평가하였다. 평가결과 CPTED 조례들에서 공통적으로 제시하는 기본전략인 다섯 가지 영역에서 미비점들을 발견 하였다. 특히 CPTED 사업들에서 공통적으로 제시되는 유지관리의 문제와 관련해서 CPTED 관련 조례 안의 법적 강제력 강화 등의 정책적 제언을 제시하였다.
