This study aims to analyze the settlement cases of Afghanistan special contributors who entered Korea through Operation Miracle after the Taliban's takeover of Kabul, the capital of Afghanistan, from the perspective of Preventing and Countering Violent Extremism(P/CVE), a new paradigm of terrorism prevention. About 40% of Afghanistan's special contributors have settled in Ulsan, and their children started going to school in March 2022. As a result, there was opposition raised from the residents in Ulsan, and education program targeting the conflicting parties was conducted based on diverse perspectives driven by the Agency of Education in Ulsan. Although this education program does not perfectly fits the concept of P/CVE, it is the closest to the P/CVE driven by the international community among the education programs related to the migrant Muslim community in Korea. The fact that government-related agencies, law enforcement agencies, and Islamic experts joined together is identified as a strength from SWOT analysis, but there remains a weakness in that the program is focused on the Agency of Education, education practitioners, and social workers. Nevertheless, it is a positive sign that the Afghanistan Special Contributor Settlement Program in Ulsan is leading to coexistence between settlers and indigenous peoples. However, the need to expand the concept of multiculturalism currently used in Korean society, the need for continuous investment and support to establish preventive policies, and the need to nurture experts in the P/CVE are threats that we are not currently equipped with and factors to overcome in the future.

이 연구는 작년 아프가니스탄 탈레반의 수도 카불 점령 후 미라클 작전을 통해 국내에 입국한 아프가 니스탄 특별기여자들의 정착 사례를 테러예방의 새로운 패러다임인 폭력적 극단주의 예방과 대응 (P/CVE)의 관점에서 분석하는 것이 목적이다. 아프가니스탄 특별기여자 중 40%에 달하는 인원이 울산 에 정착하였으며, 이들과 함께 온 자녀들은 2022년 3월부터 국내 학교 등교를 시작하였다. 이에 울산 내 해당 지역 주민들의 반발이 있었고, 울산 교육청을 중심으로 갈등 당사자 교육이 다각도로 진행되었 다. 이 교육이 완벽하게 P/CVE에 부합하는 것은 아니지만 국내에서 진행된 이주 무슬림 공동체와 관련 된 교육 중 국제 사회에서 진행하고 있는 P/CVE에 가장 근접한 형태이다. P/CVE에 전사회적인 접근이 필요한 만큼 정부기관과 법집행기관, 이슬람 전문가가 합류하여 진행한 점은 강점에 해당하나, 교육청과 교육 실무 종사자, 사회복지사에만 업무가 편중되었다는 약점이 있다. 그럼에도 불구하고, 울산에서 실 시한 아프간 특별기여자 사회 정착 프로그램이 정착민과 원주민간 공존을 이끌어내고 있다는 점은 긍정 적인 신호이다. 다만, 한국 사회에서 통용되는 다문화 개념의 확장 필요성, 예방 정책 수립을 위한 지속 적 투자 및 지원 필요성, 폭력적 극단주의 예방과 대응 프로그램 전문가 육성 필요성은 현재 우리가 갖추 지 못한 위협 요소이자 향후 극복 요소이다.
