South Korea has the highest suicide rate among OECD member countries in 2020. The government has actively responded by enacting the Suicide Prevention Act and establishing a dedicated department in the Ministry of Health and Welfare. The National Police Agency has also established the comprehensive policy to prevent suicide in 2018, but suicide rates has not decreaseed. This study conducted FGI(Focused Group Interview) on the status of the police's suicide response among the national suicide prevention policies, and suggested legal and institutional improvement measures. FGI were conducted on a total of 20 people, including 15 police officers who performed suicide response tasks and 5 people in charge of suicide prevention centers in local governments. As a result of FGI, the police recognized the suicide report cases as an 'incident they wanted to avoid'. It is a problem that the police are the main body and the local government who is legal entities is the cooperator at the suicide report site. There were difficulties in emergency hospitalization of suicide attempters, because cooperation with hospitals was not smooth. Until the attempt was handed over to the guardian, there were internal and external conflicts due to the lack of places and manpower to protect suicide attempts. The policy of the police's life-respecting cooperation officer was operating formally. There is a lack of networking between police and suicide prevention centers, and there was considered that there was no standard method for the linkage procedure. Based on the fact-finding survey, it proposed the institutionalization of accompanying police·firefighting·local governments, authorization of emergency rescue recipients to request communication information provision, relaxed legal basis for police entry into the house. It argued institutional improvement measures such as expanding emergency hospital designated hospitals, expanding emergency response infrastructure, establishing a standard system for support linkage. It is necessary to establish the roles and functions of life officers at police stations and to activate the network of suicide prevention officers. Finally, it is necessary to revitalize national R&D to respond to suicide.

우리나라는 2020년에 OECD 회원국 중에서 자살률 1위를 차지하였다. 정부는 자살예방법을 제정하 고, 보건복지부에 전담부서를 신설하는 등 적극적으로 대응하여 왔다. 경찰청도 ‘자살예방 종합대책’을 수립하여 다각적인 대응을 하고 있지만 개선되지 않고 있다. 본 연구는 국가의 자살예방 정책 중 경찰의 자살대응 실태에 대한 심층면접을 실시하고, 법제도적 개선방안을 제시하였다. 심층면접은 자살대응 업 무를 수행한 경찰관 15명과 자치단체 자살예방센터 담당자 5명 등 총 20명을 대상으로 실시하였다. 그 결과, 경찰은 자살 신고사건을 ‘피하고 싶은 사건’으로 인식하였다. 자살 신고 현장에서 경찰이 주체가 되고, 법률상 주체인 자치단체가 협조자 지위에 있는 것은 문제가 있다고 보았다. 병원과 협조가 원활하 지 않아 자살 시도자를 응급입원하는데 어려움이 있었다. 보호자 인계 전까지 보호할 장소와 인력이 부 족하여 내·외적 갈등이 있었다. 경찰의 생명존중협력 담당관 제도가 형식적으로 운영되고 있었다. 경찰- 자살예방센터 간 네트워킹이 부족하고, 연계 절차에 대한 표준 방식이 마련되어 있지 않았다고 보았다. 실태조사를 바탕으로 경찰·소방·자치단체의 동행 출동 제도화, 긴급구조대상자의 통신정보 제공요청 권한 부여, 완화된 가택출입 근거 마련을 위한 자살예방법 개정을 주장하였다. 응급입원 지정병원 확대, 공동 보호시설 운영 등 자치단체의 긴급대응 인프라 확충을 제안하였다. 경찰관서 생명담당관의 역할과 기능 정립, 자살예방 담당자 네트워크 활성화가 시급하고, 마지막으로 자살대응을 위한 국가연구개발 (R/D) 활성화가 필요하다고 제언하였다.
