The ideal that Korean social studies education has pursued since World War II was the desirable realization of an integrated social studies curriculum. However, the conflict between the three social departments (sociology, history, geography) and the department including the ethics department has not been resolved over the content structure method of the social studies department of ‘department versus division’. The discussion of the integration of the social studies curriculum and the subdivision system can be divided into problems in the curriculum, problems in the school field, and problems in teacher training. In particular, in relation to the revision of the curriculum, it should be pointed out that teachers who are conducting social studies classes for students directly at school sites have been largely neglected. However, even under such circumstances, at least nominal (the government's will and direction to revise the curriculum) or formal (the cause of integration of the social studies department for cultivating desirable democratic citizens) efforts have been aimed at an integrated social studies department. In this article, first, an overview of the issues and conflicts of the three social studies (general society, geography, and history) surrounding social studies education so far has been reviewed. Second, Key issues were identified in the curriculum development process of high school .Third, I identified the practical problems that are appearing in the implementation process of the high school . Fourth, improvement measures were suggested in the major teacher training and teacher training program operation. Finally, what kind of policy alternatives are needed to implement the ideal of the curriculum through school education is presented.

해방 이후 우리나라 사회과교육이 추구해 온 이상은 사회과 통합 교육과정 의 바람직한 실현이었다. 그러나 ‘분과 대 통합’이라는 사회과 내용구성 방식 을 둘러싼 기존의 사회 3과(사회, 역사, 지리)와 윤리과를 포함한 분과 간의 갈 등은 해소되지 않고 있다. 고등학교 <통합사회>에서는 지리, 일반사회, 윤 리, 세계사 사이에서 실질적인 통합교육과정 및 교과서 내용구성을 중심으로 갈등이 드러나고 있다. 사회과 교육과정의 통합 및 분과체제 논의는 교육과 정상의 문제, 학교 현장에서의 문제, 교사 양성의 문제 등으로 구분해서 살펴 볼 수 있는데, 특히 교육과정 개정과 관련하여 정작 학교 현장에서 직접 학생 들을 대상으로 사회과 수업을 실시하고 있는 교사들이 거의 소외되어 왔다는 점을 지적하지 않을 수 없다. 하지만 그러한 상황 속에서도 최소한 명목상(정권의 교육과정 개정 의지와 방향) 또는 형식상(바람직한 민주시민 양성을 위한 사회과 통합 명분)의 통합 사회과를 지향해 왔다. 이 글에서는 첫째, 지금까지의 사회과 교육을 둘러싼 사회 3과(일반사회, 지리, 역사)의 쟁점과 갈등 양상을 개관하였다. 둘째, 고등 학교 <통합사회> 교과 개발과정에서의 핵심적인 쟁점사항을 파악하였다. 셋째, 고등학교 <통합사회> 실행과정에서 나타나고 있는 현실적인 문제점 들이 무엇인가를 파악하였다. 넷째, <통합사회> 전공교사 양성 및 교원연수 프로그램 운영에 있어서 개선방안을 제시하였다. 마지막으로, <통합사회> 교육과정의 이상이 학교교육을 통해 실행되기 위해서는 어떠한 정책적 대안이 필요한지를 제시하였다.
