17) This study analyzes the impact of the PRIME project on the constitutional improvement of PRIME project-selected universities to strengthen student career competencies and resolve manpower mismatch. Another purpose of this study is to evaluate the degree of achievement of the target through the analysis of the employment rate, which is the original policy goal of the PRIME project. We tested the differences between the employment rate and indicators related to the improvement of the constitution of the selected universities, such as educational conditions before and after financial support. Also, we examined the difference between the indicators of PRIME project-selected universities and those of the comparative group (non-selected universities) which extracted using the PSM method. The result is as follows. First, during the PRIME project support period and post- performance management period, the constitution of PRIME project-selected universities improved, and among the six indicators, students' educational expenses and scholarship indicators improved significantly. Second, it was found that the PRIME project had a positive effect on the constitutional improvement of not only selected universities but also non-selected universities. Third, the employment rate of graduates of PRIME project-selected universities did not change significantly during the PRIME project support period, but it was analyzed that the post-performance management period was lower than before financial support. This study provides implications with the stakeholders of the Ministry of Education and universities, etc., in that it confirmed that the PRIME project had an impact on improving the constitution of universities required to achieve educational outcomes of selected as well as non-selected universities. In addition, it is significant in that it suggests that additional efforts are needed for the PRIME project-selected universities to complete the implementation of the original plan during the remaining post-performance management period by interim inspection of the employment rate index.

본 연구는 PRIME사업이 학생 진로역량 강화와 인력 미스매치 해소를 위한 선정대학의 체질개선 에 미친 영향을 분석하고, PRIME사업의 당초 정책목표인 취업률의 목표달성 정도를 중간 점검하는 것을 목적으로 한다. 이를 위해 PRIME사업 선정대학 21개교를 대상으로 대응표본 t-검정(paired t-test)을 실시함으로써 재정지원 전·후의 교육여건 등 선정대학 체질개선 관련 지표 및 취업률 간 차이를 분석하였다. 그리고 경향점수매칭기법을 활용하여 비교집단(비선정대학, 21개교)을 선정한 후, 선정대학과 비선정대학 간 독립표본 t-검정(t-test)을 실시함으로써 PRIME사업이 타 대학에 미 친 간접적 영향도 검토하였다. 분석결과, PRIME사업 지원기간 및 성과관리기간 동안 선정대학의 체질이 개선되었는데, 그 중 학생들의 교육비와 장학금 지표가 크게 향상되었다. 또한 PRIME사업은 선정대학뿐 아니라 비선정 대학의 체질개선에도 긍정적인 영향을 미친 것으로 나타났다. 그러나 선정대학의 졸업생 취업률은 PRIME사업 지원기간 동안에는 유의한 변화가 없었으나, 성과관리기간에는 오히려 재정지원 이전보 다 더 낮은 수준인 것으로 나타났다. 본 연구는 PRIME사업이 선정대학 뿐만 아니라 비선정대학의 교육성과를 달성하는데 요구되는 대학의 체질을 개선하는데 영향을 미쳤음을 확인했다는 점에서 시사하는 바가 크다. 즉, 본 연구의 결과는 교육부와 대학 등 관계자들에게 대학 재정지원 사업 정책수립 시 참고자료로 활용될 수 있 을 것이다. 뿐만 아니라 취업률 지표를 중간 점검함으로써 PRIME사업 선정대학으로 하여금 남은 성과관리기간 동안 당초 사업계획의 이행을 완수하기 위해서는 추가 노력이 필요함도 제시했다는 점에서 의의를 갖는다.
