This study tried to analyze the effect of government finances that support various policy projects for economic revitalization such as business start-up promotion on national debt. Using fiscal data by year, we empirically analyzed the effects of the government's 'financial scale' and 'health, welfare, employment expenditure' and 'national GDP', which represent the largest proportion of fiscal expenditure, on the national debt. As a result of the analysis, first, it was found that the size of the government budget had no statistically significant relationship with the national debt, but the proportion of the government fiscal GDP had a positive (+) effect on the national debt. Second, expenditure on health, welfare, and employment has a positive (+) effect on the national debt, but the proportion of GDP in the finance of health, welfare, and employment has a negative (-) relationship with national debt. Third, it was found that GDP has a positive (+) effect on national debt. Policy implications were drawn based on the research results, and the fiscal scale was managed in consideration of the national debt when establishing government finances, and the government finances were used as a reference for establishing fiscal support policies for the development of various fields. First, the size of government finances has little to do with national debt and the proportion of GDP in the fiscal has an effect on the increase in national debt. Therefore, it is necessary to control the national debt through the management of the proportion of GDP in the government finances. Second, since welfare expenditure has an effect on the increase in national debt, it is necessary to carefully review the increase in welfare expenditure and to manage the size of welfare expenditure appropriately by linking it with the proportion of GDP. In order to provide financial support to various sectors of the country, it is necessary to maintain the level of expenditure in each sector so that government finances are not concentrated. Third, it is necessary to manage the fiscal level of the government so that the increase in the proportion does not increase in consideration of the proportion of national GDP. A fiscal policy that promotes fiscal expansion through an increase in scale but maintains the proportion of GDP is needed.

본 연구는 창업촉진 등의 경제 활성화를 위한 다양한 정책사업을 지원하는 정부재정 규모가 국가채무에 어떠한 영향을 미치는지에 대해 분석하고자 하였다. 이를 위해 연도별 재정자료를 이용하여 정부의 ‘재정규모’와 재정지출에서 가장 큰 비중을 나타내는 ‘보건·복지·고용 지출’ 및 ‘국가 GDP’가 국가채무에 미치는 영향을 실증분석하였다. 분석 결과 첫째, 정부재정 규모는 국 가채무에 통계적으로 유의한 관계가 없는 것으로 나타났으나, 정부재정 GDP 비중은 국가채무에 양(+)의 영향을 미치는 것으로 나타났다. 둘째, 보건·복지·고용 지출은 국가채무에 양(+)의 영향 을 미치지만, 보건·복지·고용 재정의 GDP 비중은 국가채무와 음(-)의 관계에 있다. 셋째, GDP 는 국가채무에 양(+)의 영향을 미치는 것으로 나타났다. 이러한 연구 결과를 토대로 정책적 함의 를 도출하였으며, 정부재정 수립 시 국가채무를 고려하여 재정규모를 관리하고, 정부재정이 다 양한 분야의 발전을 위한 재정지원정책 수립에 참조가 될 수 있도록 하였다. 첫째, 정부재정의 규모는 국가채무와 연관성이 적고 재정의 GDP 비중은 국가채무 증가에 영향을 미치므로 정부 재정의 GDP 비중 관리를 통하여 국가채무를 조절해야 한다. 둘째, 복지재정지출은 국가채무 증 가에 영향을 미치므로 복지재정지출의 증가는 신중하게 검토하고 복지재정지출을 GDP 비중과 연계하여 그 규모를 적정하게 관리하는 것도 필요하다. 국가의 다양한 분야에 대한 재정지원을 위하여 정부재정이 편중되지 않도록 각 분야의 지출 수준을 유지하는 것이 필요하다. 셋째, 정부 의 재정수준을 국가 GDP 비중을 고려하여 비중의 증가 폭이 늘어나지 않도록 관리하는 것이 필요하다. 규모의 증가를 통한 재정확장을 추진하되 GDP에 대한 비중은 유지할 수 있도록 추진 하는 재정정책이 필요하다.
