Japan, which entered a low birth rate and aging society before Korea, introduced hometown tax as a countermeasure against population decline and contributed to easing some of the biased flow of population and finances concentrated in specific regions. This study presented a role plan by dividing the response points required by the enacted law into metropolitan and basic local governments rather than specific system improvement for the stable settlement and spread of the hometown donation system. The purpose of this system is basically centered on basic local governments, so the role of metropolitan areas and basic areas under the multi-layered government structure that Korea is taking was suggested. Specifically, in the case of the basic, the necessity of donation, the plan for using donations, and the specific expression of where the donation amount is used, and the understanding of donation trends were presented. On the other hand, the metropolitan area is required to play a role as a conflict coordinator, and research support for system improvement and systematic operation support for each promotion committee were proposed.

우리나라보다 먼저 저출산·고령화 사회에 진입한 일본은 인구감소 대한 대응책으로 고향 세를 도입하였고 특정지역에 인구와 재정이 집중되는 편향적인 흐름을 일부 완화하는데 기 여하였다. 본 연구는 고향사랑기부금제의 안정적인 정착과 확산을 위해 구체적인 제도개선보다 제정 된 법률 상에서 요구되는 대응점을 광역자치단체와 기초자치단체로 구분하여 역할 방안을 제시하였다. 본 제도의 취지는 기본적으로 기초자치단체를 중심이라는 점에 따라 우리나라 가 취하고 있는 다층제의 정부구조 하에서 광역과 기초의 역할을 제시하였다. 구체적으로 기초의 경우, 기부의 필요성 및 기부금 활용 계획과 기부금액 사용처에 대한 구체적인 명시, 기부트렌트 파악을 제시하였다. 반면, 광역은 갈등조정자로서 역할이 요구되며, 제도개선을 위한 연구지원, 추진 위원회 별 체계적 운영 지원을 제안하였다.
