National important facilities are important facilities that affect national security and people's lives, and should always be kept safe from various threats, but they have various security vulnerabilities and threats. Therefore, the role of the protection personnel in carrying out the protection work to ensure that national important facilities can be maintained normally from various crime and terrorist threats is very important. If various matters are considered when designing the shift work system for the national important facility protection personnel, the security of the national important facilities can be strengthened by improving the work efficiency of the protection personnel. Therefore, in this study, the difference between the guard officer and the security guard, which are the protection personnel of important national important facilities, and the matters to be considered when designing the shift work system for the national important facility protection personnel were examined. As a result of the study, the workload, intensity of work, and facility characteristics should be considered in the design of the shift work system for the national important facility protection personnel, and the continuity, efficiency, and social equity should be considered comprehensively. In addition, the legality of the ｢STATE PUBLIC OFFICIALS SERVICE REGULATIONS｣and the ｢LABOR STANDARDS ACT｣, which are legal regulations, should be considered in the design of shift work systems for protection personnel. Besides, if fatigue improvement is considered through smart scheduling, napping and relief systems, the security of important national facilities can be strengthened by improving the work efficiency of protection personnel.

국가중요시설은 국가안보와 국민 생활에 영향을 주게 되는 중요한 시설로 각종 위협으로부터 항상 안전하게 유지되어야 하지만 다양한 보안 취약성 및 위협요인을 가지고 있다. 따라서, 각종 범죄 및 테러 위협으로부터 국가중요시설을 정상적으로 유지할 수 있도록 방호업무를 수행하는 방호인력의 역할은 매우 중요하다. 이러한 국가중요시설 방호인력의 교대근무제를 설계할 때 다양한 사항들을 고려한다면 방 호인력의 업무 능률을 향상시켜 국가중요시설의 보안성을 강화할 수 있다. 따라서, 본 연구에서는 국가중요시설의 방호인력인 방호관과 청원경찰의 차이를 살펴보고, 국가중요시설의 방호인력 교대근무제 설계 시 고려해야 할 사항을 살펴보았다. 연구 결과, 국가중요시설 방호인력 교대근무제 설계 시 업무량, 업무강도 및 시설 특성을 기본적으로 고려하고, 업무의 연속성, 효율성 및 사회적 형평성 등에 대한 부분도 종합적으로 고려해야 한다, 또한, 국가중요시설이 가지고 있는 특수성을 반영하여 방호인력에 대한 교대근무제 설계 시 법적 규정인 ｢국가공무원 복무규정｣과 ｢근로 기준법｣에 대한 적법성을 고려해야 하며, 스마트 스케줄링(Smart Scheduling), 사이 잠(Naping), 릴리프(Relief) 제도를 통해 피로도 개선을 고려한다면 방호인력의 업무 능률 향상으로 국가중요시설의 보안성을 강화할 수 있을 것이다.
