With the relocation of the president's office to the Yongsan Ministry of National Defense, the possibility of peacetime complex terrorism and the threat of new terrorism are increasing. Accordingly, it became inevitable to discuss the re-verification and reorganization of the effectiveness of the national terrorism response system under the existing terrorism prevention law, which has been raised since the past. Nevertheless, in-depth research on the reorganization of the national terrorism response system, centering on existing industry-academia coalition counterterrorism-related agencies, is insufficient. In this respect, as a change in the security environment, this study first examines the legal significance and problems of related laws, such as the Presidential Security Act, the Military Base and Military Facility Protection Act, the Integrated Defense Act, and the Terrorism Prevention Act for Public Safety. Based on the threat of complex terrorism and foreign crimes in the Yongsan area, we will examine the limitations of the current national terrorism response system and derive a plan to reorganize the national terrorism response system in the Yongsan government office, which is the core of national crisis management.

대통령실의 용산 청사 이전, 경색된 남북 관계, 일본 아베신조 요인 암살테러 사건 등 복합적인 대내외적 요인으로 인해 대통령 등 국가 주요 요인을 대상으로 한 테러 위협이 고조되고 있다. 이에 따라 수 십 년째 개편 없이 지속되어온 국가테러대응체 계의 실효성 재검증 및 개편에 대한 논의가 불가피하게 되었다. 그럼에도 불구하고 기존 산학연 대테러 관계기관을 중심으로 한 관계 법령 및 국가테러대응체계의 개편 에 관한 심층적 연구는 미흡한 실정이다. 이러한 측면에서 본 연구에서는 경호 환경의 변화로서 먼저 동시다발 복합테러 및 드론 테러 위협 등을 토대로 한 용산 청사 지역의 테러양상을 살펴보았다. 둘째 용산 청사 지역을 대테러·경호안전 관점에서 규정하고 있는 ｢대통령 등의 경호에 관한 법률｣(이하 대통령경호법), ｢군사기지 및 군사시설 보호법｣(이하 군사기지법), ｢통합방위법｣, ｢국민보호와 공공안전을 위한 테러방지법｣(이하 테러방지법) 관련 등 관계법령 및 국가테러대응체계를 분석하였다. 마지막으로 이러한 한계점과 개선방 안을 토대로 관계법령의 정합성·국가테러대응체계 측면의 개선 방안을 도출하였다.
