This study introduced the concept of safety and health management(SHM) and presented the results of survey focusing on the construction industry prior to the enforcement of the Serious Accident Punishment Act(SAPA). The survey explored the ways to enhance corporate competitiveness through SHM. SHM refers to various activities such as establishing a safety and health management system and regularly conducting risk assessment to prevent industrial accidents at workplaces. With the results of the survey on the status of SHM, it can be seen that large companies are paying more attention and investing in SHM activities and communication than SMEs. In addition, large companies have more problem consciousness about the SAPA, and opinions on revision and supplementation were expressed. SHM, which has increased interest due to the enactment and enforcement of the SAPA, has difficulty in finding a direction due to conflicting opinions of stakeholders. It is necessary to set consistent goals along with individual efforts of each entity, such as companies, workers, governments, and themselves. Research on the field of safety and health management has been studied from an engineering point of view. However, it was confirmed that the main cause of the accident at the construction site was the lack of safety culture and safety consciousness, and to solve this problem, research on safety culture and safety leadership needs to be conducted at the same time.

본 연구는 안전경영의 개념을 소개하고 중대재해처벌법의 시행에 앞서 건설산업을 중심으로 실태조사결과를 제시하였다. 이러한 결과에 근거하여 안전경영을 통한 기업경쟁력 제고를 위한 방안을 탐구하는 데에 목적이 있다. 안전보건경영은 사업주가 자율적으로 사업장의 산업재해를 예방하기 위해서 안전보건관리체계를 구축하고 정기적으로 위험성 평가를 실시하여 잠재적인 유해 및 위협 요인을 개선하는 등의 제반활동을 말한다. 안전보건경영 실태조사의 결과를 보면, 대기업이 중소기업에 비해 안전보건관리의 활동과 의사소 통에 보다 많은 관심과 투자를 하고 있다는 점을 확인할 수 있다. 또한 중대재해처벌법에 대해서는 대기 업이 더 많은 문제의식을 가지고 있으며, 개정 및 보완에 대한 의견을 개진하였다. 중대재해처벌법의 제 정과 시행으로 관심이 높아진 안전보건경영은 이해관계자들의 상반된 의견으로 인해 지향점을 찾는 데에 어려움을 겪고 있다. 향후 기업, 근로자, 정부, 지자체 등 각 주체의 개별적인 노력과 함께 일관된 목표를 설정하는 것이 필요하다. 지금까지 안전보건경영에 대한 연구는 공학적 관점에서 연구되어 왔다. 그러나 건설현장 사고의 주요한 원인이 안전문화와 안전의식의 부족에 기인하고 있다는 점을 확인하였으며, 이 를 해결하기 위해서는 안전문화와 안전리더십에 대한 연구가 병행될 필요가 있다.
