The transition of the coastal security mission to the coast guard is in a state of stagnation due to legal issues or various unstable security situations. In the meantime, the reduction of troops due to the lack of military service resources became a reality, and now it is time to prepare through a formal discussion rather than retreat. The purpose of this study is to find the direction of how to establish the operational concept and command relationship when changing the mission to the Coast Guard in the future. As a result of the study, when switching the coastal security mission to the coast guard, it is necessary to change the concept from the security mission to the "coast guard mission," and it was judged that it was appropriate to set the concept of mission performance as "sea monitoring and measures based on the scientific system, and initial measures for the origin of the coastline." In addition, it was judged that it is effective to take the lead in the normal command relationship by the Coast Guard, but if it exceeds its capabilities, it is led by the Navy, and if it is declared an integrated defense state or converted to a war situation.

해안경계 임무의 해안경찰로의 전환은 법제화 되어 있는 사안이나 여러 불안정한 안보상황으로 인해 답보 상태에 있는 실정이다. 이러는 동안에 병역자원 부족에 따 른 병력감축은 현실화되었고, 이제는 머뭇거리기보다 공식적인 논의의 장을 통해 대 비를 해야 할 시점이 되었다. 본 연구의 목적은 향후 해경으로 임무를 전환할 경우 그 작전개념과 지휘관계를 어떻게 설정할 것인지에 대한 방향을 모색하는 것이다. 연구결과, 해경으로 해안경계 임무를 전환할 경우, 지금까지 군에서 가져왔던 경계 임무에서 ‘해안경비 임무’로 그 개념을 변경할 필요가 있고, 임무수행은 “과학화시스 템에 기반한 해상감시와 조치, 그리고 해안선 원점에 대한 초동조치”로 해안경찰의 능력에 맞게 설정하는 것이 적정하다고 판단하였다. 또한, 평상시 지휘관계는 해경이 주도적으로 작전을 수행하되 능력을 초과할 경우 해군이 주도하며, 통합방위사태 선 포 또는 전쟁 상황으로 전환할 경우에는 해군 주도하 임무를 수행하는 것이 효과적 이라고 판단된다.
