In order to secure the safety and efficiency of marine traffic and protect the marine environment, the Vessel Traffic Service (VTS) adapts to the new technological environment and international regulations and evolves efficiently through generations to meet the basic purpose. The importance of its existence has been gradually emphasized and expanded, In the current technology development environment, along with the 4th industrial revolution, investments are being made in the development of autonomous ship technology around the world, and the commercialization of this ship is imminent. With the technological development of this autonomous vessel, the discussion on the improvement of international regulations is in full swing. If the status of the autonomous vessel is recognized as a vessel regardless of the level of autonomy, the right to innocent passage is recognized, and it goes beyond the territorial waters of the home country to the territorial waters of other countries. Autonomous vessels that are navigable and therefore navigate the territorial waters of other countries will have to comply with port state control, that is, VTS control. In this study, the VTS system and education and training, which were operated based on the shipping laws and logistics system built on the premise of the human factor of a navigator, were commercialized with the exception of the human factor. In order to realize the original purpose of installation and operation of the VTS, such as the control between human vessels and autonomous ships, we studied the matters that need to be improved in terms of controller education and training.

선박교통관제(VTS, Vessel Traffic Service)는 해상교통의 안전과 효율성을 확보하 고 해양환경을 보호하기 위하여 새로운 기술 환경과 국제규정의 적응하며 기본목적 에 맞게 효율적으로 세대를 거듭하여 진화하여 그 존재의 중요성을 점차 부각, 확대 하여 왔다. 현재 기술개발 환경은 4차 산업혁명과 함께 전 세계적으로 자율운항선박 기술개 발에 투자 중이며 이 선박의 상용화를 눈앞에 두고 있다. 이 자율운항선박에 대한 기술개발과 함께 국제규정의 개선에 대한 논의가 본격화 되고 있으며 자율운항선박 이 자율등급과 상관없이 선박으로서 지위가 인정되면 무해통항권을 인정받고 본국의 영해를 넘어 타국의 영해까지 항해가 가능하고 따라서 타국의 영해를 항해하는 자율 운항선박은 항만국 통제 즉 VTS 관제에 따라야 할 것이다. 본 연구에서는 항해사라는 인적요소를 전제로 구축된 해운법령 및 물류 시스템 기 반으로 운영하던 VTS시스템 및 교육·훈련을 인적요소를 제외한 자율운항선박이 상 용화 되었을 때 자율운항선박간의 관제, 유인선-자율운항선박간의 관제 등 VTS가 본연의 설치 및 운영의 목적을 실현하기 위하여 관제사 교육·훈련 측면에서 개선되 어야 할 사항에 대해 연구하였다.
