This paper examines how departments of creative writing at regional universities are forming a relationship with the local literature society or local community, and investigates the possible ways of collaborations to solve the crisis that regional universities are facing due to population decline in provincial areas and the outflow of young people and promoting win-win partnership between the academic system and the regions. Among young people, provincial regions or ‘Local’ generally has ethical implications from an ecological point of view, but ‘Local’ is regarded as a barrier to be overcome in social activities such as seeking employment. Regional literature, too, has lost its potential due to placelessness brought about by globalization, and is unable to create new possibilities even though there is a government policy that aims to promote balanced regional development. Due to these circumstances, it is difficult for the department of creative writing at a local university to keep pace with regional literature due to its limits as an academic system dealing mainly with the presentness of the aesthetic process. However, there is an aspect that makes it relatively easy for creative writing departments in provincial areas to establish an organic relationship with the local government . It might be possible to create revitalization by making use of local infrastructure such as the regional literature center as part of the university system, integrating the creative writing program with local cultural events, and collaboration with local government institutions. In short, by establishing a network of universities, institutions, and local facilities that centers on literature, it will be possible to pave the way for mass production of literary manpower and the development of local cultures. This process will inspire students to produce creative works and will provide them with a sense of belonging to the community, thereby strengthening the internal assets of the region and encouraging students to design future career paths for themselves.

이 논문은 지역 소재 대학의 문예창작학과가 지역문학 혹은 지역사회와 어떤 관계를 형성하고 있는지 살피고, 다채로운 협업의 가능성을 짚어봄으로써 인구 감소 및 젊은층의 인구 유출에 따른 지역과 지역 대학의 위기를 극복하는 방편으로 학제와 지역의 상생 방법을 모색하기 위해 쓰여졌다. 젊은층 사이에서 대체로 지역, 곧 ‘로컬’은 생태적 관점에서 윤리적 성격을 띠지만, 구직활동 등 사회적 측면에서는 극복되어야 할 요소로 받아들여지고 있다. 지역문학 역시 글로벌화가 가져온 탈장소성으로 인해 그 잠재성이 사라진 가운데, 오직 정책적 측면에서 지역 균형 발전의 기계적 안배 대상으로 위치할 뿐 새로운 가능성을 생산하지 못하고 있다. 이러한 여건으로 인해, 지역 소재 대학 문예창작학과라 하더라도 그것이 학제로 존재하는 한 미학적 과정의 현재성을 주요하게 다룰 수밖에 없다는 점에서 지역문학과 적극적인 보조를 맞추기는 힘든 형편이다. 하지만 지역 소재 문예창작학과의 경우 상대적으로 지자체와 유기적 관계를 구축하기 쉬운 측면도 있다. 지역 문학관 등 지역 인프라를 학제에 이용하는 방법과 지자체 문화 관련 행사와의 결합, 그리고 지역으로 이전한 공공기관과의 협업을 통해 새로운 활력을 만들어갈 수도 있다. 요컨대, 문학을 중심으로 학교와 기관, 지역 시설의 네트워크 체제를 구축함으로써 최소한 문학 창작 인력의 양산과 지역 문화 발전을 도모할 수 있는 기반을 조성할 수 있을 것이다. 이러한 과정은 학습자(학생)의 창작 의욕 고취와 더불어 공동체 소속감을 부여함으로써 지역의 내적 자산을 강화하는 한편, 학습자의 향후 진로를 설계할 수 있는 기반을 형성할 수 있을 것이다.
