The current defense business adjustment system does not have specific and detailed judgment criteria for overlapping investment and defense efficiency, making it difficult to conduct active and rational business adjustment at the government level. Also, the need to check whether or not it is effective in enhancing the management performance of defense companies is constantly being raised. Therefore, in this study, the management status of the domestic defense industry and the operation status of the defense business adjustment system were analyzed, and a survey was conducted on the business adjustment system targeting defense companies, thereby demonstrating the policy effect of this system on improving the business performance of defense companies. Accordingly, four policy improvement directions were proposed : preset competition types for each business area, preparation of detailed application standards(draft) for business adjustment requirements, improvement of business adjustment procedures and operating organizations, and expansion of organizations eligible for business adjustment applications. It is hoped that this proposal will be of some help to the development of the Korean defense industry and enhancement of competitiveness by being used to improve the defense business coordination system.

현재 방산 사업조정제도는 중복투자 및 방산 효율성 여부에 대한 구체적이고 세부적인 판단기준이 없어 정부 차원의 적극 적이고 합리적인 사업조정이 곤란한 실정이며, 방산업체 경영성과 제고에 대한 실질적 효과성 발휘 여부에 대한 점검 필요성 이 지속적으로 제기되고 있다. 이에 본 연구에서는 국내 방위산업 경영 현황과 방산 사업조정제도에 대한 운영실태를 분석하 고, 방산업체를 대상으로 사업조정제도에 대한 설문조사를 실시하여 본 제도의 방산업체 경영성과 제고에 대한 정책적 효과 발휘 여부 및 발전적인 제도 개선 방향을 살펴보고자 하였다. 이에 따라, 사업 분야별 경쟁유형 사전 설정, 사업 조정요건 세 부 적용기준(안) 마련, 사업 조정절차 및 운영기구 개선, 사업 조정 신청가능 대상기관 확대 등 네 가지의 정책적 개선 방향을 제언하였으며, 이러한 제언이 방산 사업조정제도 개선에 활용되어 한국 방위산업 발전 및 경쟁력 제고에 조금이나마 도움이 되기를 기대해 본다.
