The monetary policy currently implemented by central banks has a structure in which the money supply is bound to expand. Under the inflation target of the 2% consumer price index growth, if the consumer price index is not growing over 2%, the central banks maintain low interest rates and continue to increase the amount of money. As a result, the relative prices of goods and services are changed as the amount of money is excessively supplied, and then the economic calculations of market participants are distorted resulting in market instability. In this process monetary inflation worsens the inequality of income and wealth, thereby deepening conflicts among inhabitants. Moreover, monetary inflation causes boom and bust, which thus increases the instability in the entire economy. The bust increases unemployment, and then the increase in unemployment results in greater social dissatisfaction. In short, the central bank’s monetary policy is now becoming a “stealthy disturbing element” of society, of which peoples are not aware. In order to secure a stabilized society, it is necessary to improve the current monetary policy of the central banks. The monetary policy should be changed to be based on rules under the independence of the central bank.

현재의 중앙은행들이 실시하고 있는 통화정책은 통화가 팽창될 수밖에 없는 구조다. 2% 소비자물가 상승률의 인플레이션 목표제로 인해 소비자물가 상승률이 2%를 넘지 않으면 중앙은행은 저금리를 유지하며 계속 통화량을 늘린다. 그로 인해 통화량이 과다하게 공급됨에 따라 재화와 서비스들의 상대가격이 변화하게 되고, 시장참가자들의 경제계산이 왜곡되면서 시장의 불안정성이 초래되고 있다. 게다가 통화팽창으로 인해 소득 및 부의 불평등이 악화되고, 그에 따라 구성원 간의 갈등이 심화된다. 또 붐과 버스트가 발생하면서 경제전체의 불안정성이 커지고 버스트에 따른 실업이 증가하면서 사회적 불만이 커진다. 요컨대 중앙은행의 통화정책은 사람들이 인식하지 못하고 있는 사회의 ‘은밀한 교란요 인’(stealthy disturbing element)이 되고 있다. 사회의 안정을 위해 현재 중앙은행들의 통화정책들을 개선할 필요가 있다. 그 개선 방향은 중앙은행의 독립성 하에 준칙에 의해 운영되도록 하는 것이다.
