Since October 2018 to the present (2022), deliberative democracy conferences, named 'Friendly Conversation Meetings' have been held every month in Suncheon City, Jeonnam Province, with citizens and stakeholders interested in local education. This meeting can be considered successful as it has been held regularly and for a long time (longer than 3 years), attracting citizens‘ voluntary participation and influencing local government policy. A survey was conducted to find out which elements of deliberative democracy was the best implemented and which element was the most important for the success, and a focus group interview was conducted to find out what was the background of such success. The survey respondents of 109 citizens assessed that 'diverse participants' was the most important, and 'boosting local education' was the best implemented, among 8 elements of deliberative democracy. At the focus group interview, the people who had the central role in designing and implementing this deliberation program answered that four backgrounds were important: human capital, social capital, the way the meeting was managed, and the independence of the management organization. This ’Friendly Conversation Meeting' seems to be an efficient model of deliberative democracy as it needs small amount of budget and it can achieve the goal of deliberative democracy.

2018년 10월부터 현재(2022년)까지 전남 순천시에서는 지방 교육에 관심 있는 시민들과 여러 다양한 이해관계자들이 매월 ‘정담회’라는 이름의 숙의민주주의 토론회를 열어 왔다. 이 정담회는 정기적이고 장기적으로(3년 이상) 지속되었으며, 시민들의 참여를 이끌어내 고, 정책에도 영향을 주고 있다는 점에서 성공적이라 볼 수 있다. 이 토론회에서 숙의민 주주의의 요소들 중 어떤 것이 가장 잘 실행되고, 어떤 요소들이 가장 중요했는지를 설문 으로 조사하고, 그런 성공의 배경이 무엇이었는지를 포커스 그룹 인터뷰로 조사하였다. 2022년 1월에 실시한 설문에 응답한 109명의 시민들은, 설문된 8가지 요소들 중 다양한 이해관계자의 참여가 가장 중요했고, 지역 교육 활성화라는 요소의 실행도가 가장 높았다 고 평가했다. 이 숙의 프로그램을 기획하고 실행하는 데 핵심 역할을 했던 사람들은 인적 자본, 사회 자본, 회의 운영 방식, 운영 조직의 독립성 등의 네 가지 배경이 중요했다고 답했다. 이런 정담회는 예산이 적게 들면서도 숙의민주주의의 목표를 달성할 수 있다는 점에서 매우 효율적인 모델인 것으로 보인다.
