The purpose of this study is to propose how school suffrage education should be improved in accordance with the revision of political participation acts. By analyzing changes in the political participation acts in Korea, the downward trend of the right to vote, the right to be elected, and the age of party membership was examined. Next, the suffrage laws in major foreign countries were analyzed and the actual participation cases were also examined. In many European countries, there were experiences of leading down the age of the right to vote/elect. However, it was not found that there are special regulations at the level of school education for youth political participation. Based on the analysis above, improvements of school suffrage education was derived. First of all, it is necessary to emphasize that suffrage is an immediately feasible right through subjects such as Politics. and education on political parties should also be strengthened. Moreover, democratic school culture should be established through democratic civic education, and democratic and autonomous school rules should be improved.

본 연구는 정치관계법 개정에 따라 학교 참정권 교육이 어떻게 개선되어야 하는가를 제안하는 데 목적이 있다. 우선 우리나라 정치관계법의 변화 과정을 분석하여 선거권, 피선거권, 정당 가입 연령이 어떤 경과를 거쳐 하향되어 왔는가 정리하였다. 다음으로 해외 주요국의 참정권 관련 규정을 분석하고 현황도 살펴보았다. 다수 유럽 국가에서는 선거권/피선거권 연령을 선도적으로 하향한 경험이 있었다. 다만 청소년 정치 참여에 대한 학교교육 차원의 특별 규정을 가진 경우는 확인되지 않았다. 국내외 현황 분석을 토대로 학교 참정권 교육의 개선 방안을 도출하였다. 우선 교과교육을 통해 참정권이 즉 시 실현 가능한 권리임을 강조하고, 정당에 대한 교육이 강화되어야 한다. 이와 맞물려 보다 근원적이 고 장기적으로 민주시민교육을 통한 민주적 학교 문화를 정착시키고, 민주적이고 자율적인 학교 규칙 개선이 이루어져야 한다.
