Policy research aims to solve social problems by bridging the gap between theory and practice using various knowledge. Therefore, revitalization of policy research in any field can promote better policy establishment in the field and change of life due to policy. However, research on policy in the field of early childhood education and childcare has less interest than other topics, so this study suggests vitalization of policy research by analyzing the trends of policy research conducted over the past 10 years, and furthermore, explores a alternative direction of policy research. It was intended to explore a new direction of policy and early childhood care policy research. To achieve this research objective, the researchers selected the research subject and analysis criteria by supplementing the limitations of previous studies that analyzed the trends of policy research up to 2011. The subject of this study is 121 academic papers related to early childhood education policy and childcare policy published from 2012 to 2021. For the analyses the authors set the analysis criteria of the publication year, area of ​​the study, research topic, and research methodize the trend of the research which is based on the previous research. The 121 papers were analyzed according to this criteria. The main research results were as follows. First, while policy-related research is still not actively conducted, childcare policy-related research occupies a relatively large proportion. Second, it was observed that a various sub-themes of policy research were covered such as the current status of policy, effects of policies, perception, discourse, and network analysis. In particular, there was a lack of interest in policy for children with special needs in both areas fore example, children from the poor, multicultural families, and with disabilities, etc. Third, it was found that the proportion of literature review was high, but quantitative and mixed studies increased. Recently, the methods using big data analysis and analysis with theoretical models were also tried. This is an attempt to analyze early childhood education and care policy in an integrated and multi-faceted way, suggesting that it must be further activated in the future.

정책연구는 다양한 지식을 이용해 이론과 실제의 괴리를 좁혀 사회문제를 해결하는 것을 목적으로 수행된다. 따라서 어떤 분야에서든 정책 연구의 활성화는 해당 분야의 더 나은 정책 수립 및 정책으로 인한 삶의 변화를 도모할 수 있다. 그러나 유아교육과 보육 분야에서 정책을 주제로 한 연구는 타 주제에 비해 관심도가 낮기에, 본 연구에서는 지난 10년 동안 수행된 정책연구의 동향을 분석해 봄으로써 정책 연구의 활성화를 제안하고 나아가 유아교육정책과 영유아보육정책연구의 새로운 방향을 탐색하고자 하였다. 이러한 연구목적을 달성하기 위해 연구자들은 2011년까지의 연구 동향을 분석한 선행연구의 한계점을 보완하여 연구의 대상과 분석 기준을 선정하였다. 연구 대상은 2012년부터 2021년까지 발간된 유아교육정책과 영유아보육정책 관련 학술논문 121편이다. 연구자들은 선행연구를 토대로 연구 수행 연도와 영역, 연구주제, 연구방법이라는 분석 틀을 만들었고 이 준거에 따라 분석을 수행하였다. 주요한 연구결과는 다음과 같았다. 첫째, 정책 관련 연구는 여전히 활발하게 이루어지고 있지 않은 가운데 보육정책 관련 연구가 상대적으로 많은 비중을 차지하고 있었다. 둘째, 연구주제는 정책의 현황과 효과, 인식, 담론, 네트워크 분석 등 다양하게 수행되고 있었다. 다만 보육정책 영역에서는 보육과정 정책에 대한 관심이, 유아교육정책 영역에서는 재정정책에 대한 관심이 부족했던 것으로 보인다. 또한, 두 영역 모두에서 특별한 요구를 갖는 아동, 예를 들면, 빈곤층 아동, 다문화가정의 아동, 장애 아동 등을 위한 정책은 거의 이루어지지 않았던 것을 확인할 수 있었다. 셋째, 연구방법은 문헌 고찰의 비중이 높으나 양적연구와 혼합연구가 증가한 것을 확인할 수 있었다. 특히 최근에 활성화되고 있는 빅데이터 분석 방법이나 이론적 모형을 적용한 정책 분석 등도 시도되고 있었다. 이는 유아교육정책 및 보육정책을 통합적, 다각적으로 분석해보고자 하는 시도로 향후 더욱 활성화될 수 있기를 제안하였다.
