The purpose of this study is to analyze the formation of Iri city and to identify how it has influenced the local society. The study had to be limited to the analysis of Japanese historical data because of the scarcity of Korean documentation during the colonial era. Subsequently, the data allows for understanding of the city’s history from the colonizer’s perspective and gives insights into the characteristics of the colonial power. The study focuses on Iri area because of its unique regional characteristics. A traffic hub for Japanese crop exploitation, and a cultural twilight zone where two cities meet; the administrative city Jeonju and the maritime city Gunsan. There are three books that fully cover the Iri’s regional history under the Japanese colonial era. After the first 10 years of Japan occupying Iri, a guidebook featuring the first generation Japanese immigrants' report named 『Guidebook of Iri』(『裡里案內』) by Yamashita Eiji,(1915) was published in an attempt to recruit second generation immigrants to settle them in the rice plantation so-called ‘Iri, the Gold mine of Honam’. Unlike the first edition's promotional feature to bring new settlers, 『Guidebook of Iri』(『裡里案內』), the second edition, Iri’s published in 1927, pointed out problems and limitations of Iri’s urban development. With cessation of immigration business in Oriental colonization company and failing to establish new noble schools, Iri’s Japanese population stopped its growth. To overcome the situation, local Japanese press urged the wealthy to amend the city’s problems; land lords lack of attention and water supply. But the wealthy did not like the accusation and responded by withdrawing advertisements and minimizing the sponsorship. Usually the regional informative publications were updated every ten years, but only a year later Iksan County office published an Iri’s regional information called 『Iksan Circumstances』(『益山郡事情』)(1928) using the same information as 『Guidebook of Iri』(1927) but only with minor new statistics. With a careful look, it was found that there had been disruptions in the Japanese immigrants society. After the mid-1930s, with the National Mobilization Law and the Joseon Division Training in Iri, the city began to delay its development. As a result, Iri’s the richest landlord, Ohashi Yoichi (大橋與市) sold his massive estate and Joseon’s waterway kingpin Fujii Kantaro (藤井寬太郞) was expelled to Japan. After the defeat in the Sino-Japanese war and the Pacific war, the Japanese left Korea empty handed via Iri station, the very station they built themselves to rule Korea.

본 연구에서 일본인의 저작에 한정한 이유는 일제강점기 ‘타자의 시선으로 본 이리’를 검토하려는 의도이다. 야마시타 에이지(山下英爾)는 1915년 읍지(邑誌) ‘성 격’의 도시안내서 『湖南寶庫 裡里案內, 近接地事情』을 발간 후, 1927년 개정ㆍ증보 한 제2판 격의 『湖南寶庫 裡里案內, 一名 益山發展史』를 발간한다. 이민 1세대의 치적정리와 소위 쌀의 생산지에 정착할 2세대 이민자의 유효수요 창출을 위한 목 적의식으로 제작된 이민생활백서 내지는 안내서라 할 것이다. 1927년에 간행된 『裡里案內』는 당시로는 막대한 제작비가 든 100여 장의 사진 화보로 보아 새로운 이민자를 위한 홍보, 정착과 지배세력 확장이라는 목표의식에 충실한 모습을 보여준다. 1921년에는 동척이리지점이, 1922년에는 이리관립농림학 교가 들어서고 대아댐 건설과 대간선수로공사가 완공되면서 이리는 1927년 조선의 도시 중 26위를 차지할 정도로 인구가 성장하는 약진을 보여준다. 이리의 기업형 농장주들은 대농장을 거느리며 기차역을 독점했다. 그러나 이 책에는 안내서의 관례인 ‘협찬 명단과 광고지면’이 안 보인다. 지주들 의 이리 거주와 상수도 문제의 미흡 지적 등 지역 언론인의 이리지역 발전을 위한 고언을 도전으로 의식한 유지(有志)들의 압력으로 판단된다. 이후 이리지역은 동척 의 이민사업의 중지로 인한 일본인 이민의 진입이 한계에 이르고 관립사범학교와 여자고보 설립유치에서 이리는 전주와의 경쟁에서 밀린다. 1928년 이리의 유지그룹은, 1년 만에 관찬으로 『益山郡事情』을 발간한다. 이 두 권의 상관관계를 주의 깊게 살펴보니 거기에는 일본인 이민사회의 균열이 있었다. 이후 거대지주 오하시 요이치(大橋與市)의 토지매각에 이어 조선의 수리왕 후지이 간타로(藤井寬太郞)마저 퇴출되고 중일전쟁과 태평양전쟁에서 패망한 일본인들은 그들이 세운 이리역을 통해서 빈손으로 일본으로 돌아가게 된다.
