In the social studies education, multicultural education has put a lot of effort into respecting the diverse cultures and identities of minorities. However, there has not been enough discussion about how to respect multicultural identities that conflict with individual rights in a liberal society. This article theoretically examines the basic position of liberalism and multiculturalism on respecting identity and proposes a possibility to reconcile the conflict between individual rights and identity through the concept of ‘cultural freedom’: In a liberal society, identity can be understood as a right, and that is the starting point of discussions for resolving cultural conflicts in specific situations through priority among the three categories of liberty rights (freedom of mind and body, cultural freedom, and political freedom). Furthemore, these discussions have important implications in multicultural education of the social studies oriented towards civic education. Through this, students will be able to respect diverse identities, view diverse cultures from the broader horizon of meaning, and reflect on their multi-layered and changeable identities.

사회과 다문화교육은 소수자들의 다양한 문화와 정체성을 존중하기 위해 많은 노력 을 기울여왔다. 하지만 자유주의 사회에서 개인의 권리와 충돌하는 다문화적 정체성을 어떻게 존중할 수 있을 것인가에 대해서는 충분한 논의가 이뤄지지 못했다. 이 글에서 는 정체성 존중에 대한 자유주의와 다문화주의의 기본 입장을 이론적으로 고찰하고, ‘문화의 자유’ 개념을 통해 개인의 권리와 정체성 간의 갈등 관계를 조율할 수 있는 하 나의 가능성을 제안하고자 한다. 즉, 자유주의 사회에서 정체성은 하나의 권리로 이해 될 수 있으며, 자유권의 세 가지 범주(심신의 자유, 문화의 자유, 정치의 자유) 간 우선 순위를 통해 구체적인 상황에서 문화 갈등을 해결하는 논의의 단초를 제공할 수 있다. 특히 ‘문화의 자유’ 개념은 시민교육을 지향하는 사회과 다문화교육에서 학생들이 다양 한 정체성을 존중하며, 더 넓은 의미 지평에서 다양한 문화를 바라보고, 자신의 다층적 이고 변화 가능한 정체성을 고민할 수 있는 계기를 제공할 것이다.
